Provide direction as to land use preferences for the 2,600 acre Gravel Mining Area.
Background/Discussion
In July, the City Council directed staff and WSB and Associates to complete a Gravel Mining Study, a
plan to better understand the future land uses, transportation, and utility network necessary to serve the
area.
A necessary component in the development of this infrastructure and transportation plan is direction on
the desired land use in the area. Land uses all carry different transportation and infrastructure
requirements and assumptions. Once the Planning Commission and the Council have stated their
preferred land use pattern,the analysis will continue based on these requirements.
To date,the planning team has met with various stakeholder groups (gravel miners,property owners,
ERMU,MnDOT, County Public Works, and Parks and Recreation) and have encouraged discussion
online. From these meetings and comments received, three land use alternatives were developed. The
land use plans reflect the transportation changes approved as part of the Comprehensive Plan.
Next steps
With direction,the planning team will develop an infrastructure and transportation plan. This is expected
sometime in February.
