Chair Swanson, Vice Chair Hines and Director Scharber will share
information from the recent National School Boards Association Annual
Conference.

A. Boundary Line Changes
Recommend the School Board bring back tabled Motion #03-112 which
states, "Henry moved and Kerr seconded the motion to approve the
recommendation that no boundary line changes take place for the Elk
River Area School District for the 2004-05 school year."
B. Census Report
Recommend the School Board approve the 2003 School Census Report
as presented on A-368/378.
C. Resolution on Reimbursement Bond Regulations
Recommend the School Board approve the Resolution Relating to
Financing of Certain Proposed Projects to be Undertaken by the School
District; Establishing Compliance with Reimbursement Bond
Regulations Under the Internal Revenue Code, as presented on
A-379/381.

CONSENT AGENDA
A. Approval of Minutes
Recommend the School Board approve the minutes of the Meeting of
April 13, 2004, as presented on B-277/296.
B. Staffing Requests
Recommend the School Board approve administrative staffing requests
effective July 1, 2004, as listed below:
1.0 FTE Assistant Principal at Elk River High School
1.0 FTE Assistant Principal at Rogers High School
1.0 FTE Assistant Principal at Zimmerman High School
These positions will replace the current Administrator of Activities/Athletics
position at each of the schools and will have responsibilities as a .5 FTE
assistant to the Principal and as a .5 FTE activities and athletics administrator
for the assigned building.

Recommend the School Board approve classified staffing requests
effective July 1, 2004, as listed below:
Add four (4) hours to the Secretary position for the Athletic/Activities
Department at Rogers High School. This position is currently a two
(2) hour position.
1.0 FTE Health Services Secretary at Otsego Elementary School.
This position would be for 7 hours per day and 200 days per year.

This position would be for 7 hours per day and 200 days per year.
Policy Revision
Recommend the School Board approve revised Policy #6010 District 728
Graduation Requirements as presented on A-382/384.
Minnesota State High School League
Recommend the School Board approve the 2004-05 Resolution for
Membership in the Minnesota State High School League as follows:
RESOLVED, that the Governing Board of School District Number 728,
County of Sherbume, State of Minnesota delegates the control, supervision
and regulation of interscholastic athletic and fine arts events (referred to in
MN Statutes, Section 128C.01) to the Minnesota State High School League,
and so hereby certifies to the State Commissioner of Education as provided
for by Minnesota Statutes.

FURTHER RESOLVED, that the high schools of Elk River, Rogers and
Zimmerman are authorized by this, the Governing Board of said school
district or school to renew its membership in the Minnesota State High
School League; and, to participate in the approved interschool activities
sponsored by said League and its various subdivisions.
FURTHER RESOLVED, that this Governing Board hereby adopts the
Constitution, Bylaws, Rules and Regulations of said League and all
amendments thereto as the same as are published in the latest edition of the
League's Official Handbook, on file at the office of the school district or as
appears on the League's website, as the minimum standards governing
participation in said League-sponsored activities, and that the administration
and responsibility for determining student eligibility and for the supervision
of such activities are assigned to the official representative identified by the
Governing Board.
Advertise for Bids
1. Insurance
Recommend the School Board authorize the administration to
call for bids for property and casualty insurance, workers
compensation insurance and sexual misconduct liability insurance
for the 2004-05 school year.
2. Roof Projects
Recommend the School Board authorize the administration to
advertise for bids for re-roof projects at Lincoln Elementary, Elk
River High School, Meadowvale Elementary and Rogers
Elementary.
3. Parking Lots, Carpet and Tuck-pointing
Recommend the School Board authorize the administration to
call for bids for parking lots, tuck-pointing and carpet, (district-
wide).
Student Insurance
Recommend the School Board allow Student Assurance Services, Inc.,
Stillwater, Minnesota, to offer their student and athletic insurance
programs to students for the 2004-05 school year.

Grant Acceptance
1. Arts Magnet Program
Recommend the School Board accept a grant from the Central
Minnesota Arts Board in the amount of $2000.00 for the Arts
Magnet Program.
2. Ivan Sand Community School
Recommend the School Board accept a grant from Life
Design, a national organization that promotes and provides
leadership and self development opportunities for adults who
enroll in their organization. Through fundraising efforts, the
organization has raised over $15,000 that will be used for
landscaping for the front of ISCS, a sign by the entry way off of
Proctor Avenue, a 64x44 outdoor basketball court and a green
house that will be located at the back of the school. Besides the
funds, the group has also provided all the labor and responsibility
for providing the landscaping, the basketball court and the green
house.
