As the year winds down, the Park and Recreation Commission agendas are becoming lighter.
The November Park and Recreation Commission agenda included consideration of the
revised snowmobile trail map, a neighborhood discussion regarding the trails in Oak
Savannah Park, and consideration of two subdivisions for park dedication purposes.
Also as part of this Commission update, the Council will be asked to consider the appraisal
for the LaFavor land in the northeast corner of the City, and also to consider the
expenditures for the furniture, fixtures, equipment, and wiring for Lions Park Center.
Approve Snowmobile Trail Map and Implementation Plan
Attached for Council consideration is the revised cross-city snowmobile trail map and
implementation plan that has been agreed to by the River City Snow Riders snowmobile
club, the Park and Recreation Commission, and staff. At its November meeting, the
Commission voted unanimously to recommend that the City Council adopt both the map
and the implementation plan for the 2001-2002 snowmobiling season. The substantial
changes to this year's map are:

The paved trails along Waco, County Road 33, and Joplin will be maintained
with snow in order to provide some additional access points to the larger trail
system.
Also included is the use of the trail on 193rd Avenue from Proctor Road to
the railroad grade. This segment will need to be carefully managed, as a
number of children will utilize this area in order to walk to Meadowvale
School.
3. A new connection this year will be Highland Road, which will provide access
to Highway 169.
Also included on the map are the snowmobile rules, which were adopted as part of the
ordinance earlier this year by the City Council.
Staff and the Commission recommend that the City Coundl adopt the attached snowmobile trail map and
implementation plan.
Appraisal of Park Land
As directed by the City Council at their September 17th meeting, staff obtained an appraisal
for the 70 acres of land offered for park by Mr. LaFavor located west of Monroe Street and
north of County Road 21. The appraised value for the 70 acres of land, based on three
comparables within a 10-mile radius of the site, is $546,000 or $7,800 per acre (see attached
appraisal statement and report). The comparable sale price per acre ranged from $5,713 per
acre to $11,441 per acre. Mr. LaFavor is still interested in negotiating a purchase of the land
by the City based on the appraised value with similar parameters as his original offer (50%
down, and the remaining to be paid in annual increments over five years).
Staff requests additional direction regarding this issue.
Lions Park Center Expenditures
Staff has been compiling costs for the remaining expenditures for the Lions Park Center and
has detailed a list of furniture, fixtures, and equipment (FF & E) (attached). Staff also met
with representatives of the telephone and cable companies regarding wiring the building for
cable TV, telephone, and computer network services. Elk River Municipal Utilities has
provided an estimate for security and monitoring. The total cost is broken down as follows:
Furniture, fixtures, and equipment: $19,351.14 (includes all tables and chairs to fill
layouts)
Telephone and computer network: $2,000.00
Cable TV: $2,500.00 (includes internal bulletin board)
Security: $12,300.00 (includes smoke and heat
detectors)
Total: $36,115.14

Previously, the Council agreed to fund $20,000 to $25,000 in FF & E from the NSP fund.
There is an additional $16,800 for the wiring component that staff requests also be funded
from the NSP fund.
Staff recommends that the City Council approve the expenditure of $16,800 for the cable T~, phone,
computer network and security/fire monitoring system from the NSP fund.

Trails will open December 1, 2001 and will remain open, conditions permitting, through April 15,
2002.

SNOWMOBILES
Snowmobiling is allowed within the Elk River City limits provided that the
following rules are met. The rules are different if you are north of lg7th
Avenue than if you are south:
A. South of 197th Avenue:
The operation of o snowmobile south of 197th Avenue is permitted:
1. On designated and marked snowmobile trails during periods when
trails are open,
2, On public streets on the most right hand portion of the
roadway within the curb line or shoulder edge and only when such
operation is necessary to gain access to or from designated
trails, or areas, which, by Minnesota Statutes, m(~p be used by
snowmobiles. Such operation shall occur only wlthln the hours of
7:01 a.m. and 12:00 midnight except for emergency purposesor
except if the operator is returning to his residence at a speed
not in excess of twenty (20) miles per hour
5. In the bottom or outside slope of o dltch of County Roads 12, 15,
50, or 55 or a state highway.
4. Over Lake Orona (when safely iced over), when legally accessed as
defined in this ordinance.
5. Over the Elk River (when safely iced over), when legally accessed
as defined in this ordinance.
5. On property you own.
B. North of 197th Avenue:

snowmobiles shall not be operated:
1. On public lands, including but not limited to; public parks,
and structures
plcygrounds, trails, sidewalks, paths, open spaces, scenic and
historic sites, schools, golf courses, and other public buildings
2. Within one hundred (100) feet of any fisherman, fish house,
shelter, pedestrian, skating rink, sliding area or in any other
oreo where such operation would conflict with the use or endanger
other persons or property.
3. At any place, while under the influence of intoxicating liquor,
narcotics or habTt-forming drugs.
