Mission Statement: To represent the people of Elk River in the stewardship of the
• city parks, trails, and recreational facilities and to advise the Elk River City Council
concerning the acquisition, management, and development of the city park and
recreation facilities.
Rules of Procedure:
1. Monthly meetings during which local citizens can voice park, trail and/or recreation
concerns to the Commission.
2. Attendance at regular Elk River City Council meetings to represent park, trail and/or
recreation issues as needed.
3. Special meetings as projects arise throughout the year.
4. Job Descriptions for each individual Commissioner specifying his/her specific duties.
5. New Member Orientation and packets distributed to new Commission members.
• Packets would include:
* Commission members names, phone numbers and addresses.
* City council members names, phone numbers, addresses, Ward,
Ward locationgoals for the city's parks, trails and recreation facilities.
6. Updates to Master Park Plan as needed.
7. Determine an annual budget.

RE: Playground Improvement Project
To Whom it May Concern:
I am writing to you on behalf of the Parker Elementary Parent-Teacher Organization. We are in
the middle of fund-raising at our school to upgrade the playground areas. We would greatly
• appreciate any assistance the City can offer.
This project originated from a student's request and petition for new playground equipment. She
felt frustrated with the crowding on the present equipment. Judging by the number of signatures
on her petition, she was not alone. There also is virtually no playground equipment for students
in grades 4 - 6. They are forced to play on the tar parking lot.
The additional recreation facilities will increase the opportunity for children and families to gather
socially. This will help people meet each other and, hopefully connect with others who have
similar interests,which would have a positive impact on the community as a whole. We feel the
more people (children and parents) interact with others, the more they feel a part of the
community.
Parker Elementary is the closest playground to several multi-family rental units within one to three
blocks and a large concentrated area of single family homes. The playground is also heavily used
by the community during non-school hours because it is located adjacent to several soccer and
baseball fields. It allows siblings to be involved in family outings, even though they may not be as
interested in the sporting event as the parents are.
The project would benefit both young and older students at Parker by promoting physical well
being and developing activities for our older students, which at present are very limited.

We have solicited and received suggestions from our Student Council. We have used this
information, along with input from parents and Staff, to choose activities that will be challenging,
safe, and durable. We are working with Earl Anderson Company and have complete plans
prepared, along with cost estimates.
Our school has already raised nearly$20,000 of the estimated$30,000 cost of the project. This
included donations from the Elk River Legion($200) and The Bank of Elk River($250), along
with a $3,000 grant from the School Board. We hope to acquire the needed funding to be able to
build this as soon as weather this spring will allow, ready for a busy summer season on the
playground.
The students and parents of Parker have worked very hard to reach their goal. We believe this
playground is as much a community playground as a school one. For this reason we are asking
for any financial assistance you can give us. Someone from our playground committee can meet
with you or present the plans at a meeting, if you wish.
