The 350' radius surrounding Hillside Park is consistent with the State Statute requirement for public hearings. Attached is the letter which was sent out to the residents informing them of the meeting this evening. *Requested Action: Direct staff to make necessary correctional changes to park plan based on resident comments. Review Meadowvale Park Planning Intern, Steve Wensman, will be at the Park & Rec meeting to present concepts for Meadowvale Park. This is the 4th park in a series of many park and trail projects that has had a concept plan prepared illustrating development scenarios for parks and trails. At the Commission meeting Wednesday, a report outlining characteristics and components of the park will be handed out for the Park & Rec Commission's review. *Requested Action: As with previous park plans the Commission should review the concept plans and direct staff with the changes that should be made. • 13065 Orono Parkway • P.O. This project is in the fundraising stage and is tentatively scheduled to begin construction later this summer. The project is required to receive a conditional use permit so this proposal will be presented to the Planning Commission and City Council. *Requested Action: The Park & Rec Commission should review the proposal and offer any comments which will be forwarded to the Planning Commission for their review at the April 28th meeting and the City Council on May 18th. Review Concept for Trott Brook Estates The Trott Brook Estates development has gone through many renditions since the Park & Rec Commission last reviewed the proposal. The latest concept that has been submitted is included in the packet for the Park & Recreation Commission's consideration. The developer, along with representatives from Westwood Engineering, will be available at the Park & Rec meeting to discuss the park issues and will, hopefully, have additional detail information regarding development of the park. This is a concept plan and a preliminary plat will need to be submitted at a later date which will be • brought back to the Park & Rec Commission prior to going to the Planning Commission. *Requested Action: Even though this is a concept plan, the Commission should give the developers a clear direction of the park desires for this development. Plans can then be prepared to incorporate the Commission's recommendations. Concept Plan for Next Park The Planning Department is prepared to continue with concept plans for various plans for various parks. If the Park & Rec Commission is satisfied with the work staff has done to this point, additional parks should be assigned for staff to review. One suggestion for the Commission to consider is having staff complete plans for those parks that may be included in a fall bond referendum. FJk y of i MEMORANDUM Ri• ver TO: Park & Recreation Commission FROM: Steve Wensman, Planning Intern III DATE: March 26, 1998 SUBJECT: Meadowvale Heights - Neighborhood/ Community Park Description Meadowvale Heights park is rectangular with 40 acres of which about 25 acres is wetland with the remainder a mix of rolling woods and meadow. The park is divided into 3 acres by a county ditch and by the large wetland. Within the park are some beautiful vistas of oak woods, open water and marsh land. The existing homes surrounding the park are set back far • enough from the boundaries of the park are are not imposing. Site Issues • Access to the park • Access within the park • Topography • Wetland Access to the Park The site is a rectangle surrounded by homes on 3 sides with a future subdivision being planned to the north. Current access is through a cul-de- sac (Elgin Court) to the east off of County Road No. 1. The access is narrow and uninviting as it traverses the side and backyards of houses with little room for landscaping or buffering. Other potential access points include: • From the south, from County Road No. 35, over the railroad tracks to 198th % and along a gas line easement adjacent to an existing home. The wetland would need to be bridged in some way. • From the north through a future subdivision. This potential point offers the best and most direct route to the site from County Road No. 1 and a parking lot. The wetland would need to be bridged here as well. Access Within the Park A large wetland divides the park into 3 areas. In two places, bridges or land bridges could be created to connect these areas to each other. To facilitate a loop around the wetland, the park will need to be expanded northward, or an easement secured around the wetland. Wetland The wetland provides for long scenic views within the park. The users could better enjoy this amenity if access were achieved around it to the north. The wetland creates natural boundaries around the park to the west, east and north. The southern boundary will need to be better defined. Topography The site is wooded and rolling, providing few opportunities for field games like football, baseball or basketball without major regrading. On March 24, the YOUTH ENRICHMENT BILL (formerly called the Youth Initiative Bill), SF 2137/HF 2560, was heard by the Senate and House of Representative Bonding Bill Conference Committee Members. House Conference Committee Members: Henry Kalis, Loren Solberg, Steve Trimble,Karen Clark, Dave Bishop. Senate Conference Committee Members: Keith Langseth, Linda Berglin, Richard Cohen, Gary Laidig,Jerry Janezich. Correspondingly, certain guidelines are needed to insure the proper use and management of the facilities. Any and all use of the facilities must be scheduled. Distinction / Classification of use: (Not in priority order) Casual use / General public: - casual use taking place during facility hours that are not already scheduled by those identified as priority. Use must be scheduled. Agency activity: any scheduled use by the Municipal Community Recreation program, ISD 728 School District administration, or ISD728 Com.Ed. Athletic Association: any scheduled use by a recognized "Qualified" (according to requirements outlined below) local association for the purpose of conducting their program. Other: any use by a non-local organization, or by any org. w/ less than 75%of their league competitors coming from outside of the Elk River city limits, or any "Independent" teams that are duplicating an existing local program. $250 refundable damage deposit required. Use fees will also be required according to section I.D and II. B of this policy. Requirements for "Qualified" athletic association status to receive priority usage: -The organization must be ISD 728 area oriented and have a non-profit status. - Organizations are to file a copy of their program mission / by-laws with the Community Recreation office. The election of the organization's governing body is to be a process which is open to all program participants. -The organization will offer opportunity for their program head coaches to receive training. - Organizations are not to discriminate against program participants or applicants in any manner. Priorities: To be honored according to number as scheduled by the Community Recreation Office: 1. Elk River Area Girls Fastpitch & Area 728 Youth Baseball Association s' for their programs league scheduling purposes of practices and games and special event use. Fees as described within section I. 2. City of Elk River Recreation program , Dist. 728 CE or athetic sponsored event. 3. Elk River Area Adult Athletic Association for weekend or special event use. Fees as described within section I.0 4. Other: Applicable fees as stated under section I.0 and II. B of this document. Administrative procedures: All arrangements for use are to be made with the Community Recreation Office - Special event use permits must be filed with the Community Recreation office at least 10 business days in advance or they may not be honored. - Groups falling under Association status must schedule the use for their scheduling purposes within a reasonable time frame with the Community Recreation office. It is to be.understood that their scheduling needs (including time for practices)be dealt with in good faith with respect to all user groups . -Any and all maintenance will be the responsibility of the facility property owner and its' coordinating agent (Community Recreation Office).All special maintenance need considerations are to be scheduled and coordinated with the Community Recreation office. -Absolutely no unauthorized vehicles or equipment is allowed on the facilities for any purpose. The Community Recreation office reserves the right to cancel any scheduled use.Any use after proper cancellation notification will subject the user and its appropriate affiliated association to a penalty fee. - Parking is limited to designated parking areas only.Violators will be subject to parking violations. Section I. Determination of use and required fees for Special Events: A. Local ERGFSB & Area 728 YBB "Qualified" associations, special event use request for the purpose of conducting their regular "in-house" program. $3 per field / per day plus 100%of costs associated with any necessary additional toilets and garbage removal arrangements. An example of this type of activity would be year end"Jamboree" or similar event intended to benefit the participants of the activity taking place in accordance with the permit. Not necessarily intended to be a fund raiser. Use of hand tools by the event organizer can be arranged. Fields will be prepared according to desired specifications prior to each days events. B. Local ERGFSB &Area 728 YBB association sponsored special event where a fee will be collected. $5 per field / per day and 100%of costs associated with additional toilets and garbage service. Use of hand tools by the event organizer can be arranged. Fields will be prepared according to desired specifications prior to each days events. C. Any other local "qualified" association. $20 per field / per day and 100%of costs associated with additional toilets, garbage service, and any needed field set up costs according to similar formulas below. D. Other - - $25 per field / per day, (includes use of 4 possible fields), plus 100%of costs associated with the additional portable toilets garbage service and field preparation costs according to similar formulas as below. Plus an additional $250 damage deposit. Section II. Scheduled Season use and Maintenance fees: A. ERGFSB &Area 728 YBB Association use: (regular season)All use by recognized associations will be invoiced back to the associations according to the services they receive. Examples of such are: Portable toilet management, field preparations required, infield dragging, line marking, etc, B. Other local "qualified" association: $20 per field / per hour/session. Plus 100%of costs associated with the additional portable toilets garbage service and field preparation costs according to similar formulas as below. The following formulas will apply for field use preparation cost determinations: -- DRAG ONLY (No lining or bases required) - #games X.5 labor hours X current seasonal labor rate =. DRAG & LINE (base and pitch distance change may or may not be required) # games X.75 labor hours X current seasonal labor rate,AND # games X$1.50 material cost=. ** Special Event Use / General Considerations: Things to consider for exclusive use: toilets, T.P., special cleaning arrangements, parking, garbage, &concessions. Neglect of user responsibility to leave the facility in an acceptable manner will subject the user to an extra charge for labor incurred to clean up the grounds used. -A permit for special event use must be filed with the Recreation office. (A schematic site plan that illustrates any plans of utilizing temporary structures, etc. may be required so that any conflict or logistical concerns could be addressed to minimize problems or damage to the site.) -Authorization via this permit guarantees the following: Fields ready for play each day as requested and arranged via the permit. Availability of: lutes, dry-liner, marking lime for and adequate garbage containers. Arrangements can also be made to have municipal personnel take care of your field maintenance throughout your event on a fee for service basis. These arrangements are to be coordinated with the Recreation office a minimum of 3 weeks prior to your scheduled event. **Violators of any mentioned policy within this document will forfeit their deposit and may face further penalty. Such as, future denial of use. Cancellations: It will be presumed that every permit request is legitimate, however if suspicion arises as to "hoarding" the fields and it has restricted legitimate use, the organization in question runs the risk of penal t� fees, or if applicable will forfeit their deposit. 1 • 3rd Annual 4_ N • _ 7:30 a.m. NORTHSHORE September 12 1998 INLINE MARATHON,. rain or shine no refunds Be a part of the country's most scenic and exciting inline skating event along the beautiful North Shore of Lake Superior!The 26.2 mile marathon begins just south of Two Harbors and continues along Scenic Hwy 61, rolling through the 1-35 tunnels, and finishing at the Duluth Entertainment Convention Center(DECC). There are three divisions, Professional,Advanced (citizens with 5 wheels), and Citizen. There will be separate starting waves: pro. men, pro.women, advanced men, advanced women and citizen. The event begins at 7:30 a.m. All finishers will receive t-shirts. Sorry no t-shirts awarded to nonfinishers. Friday, Sept. 11, at the DECC: Packet pick-up begins at 12 p.m.,the spaghetti dinner begins at 4 p.m. There will be vendors' booths and souvenir clothing for sale.
