Approve, by motion, the Drug Task Force Investigator position description.
Background/Discussion
The 2015 budget includes the addition of a Drug Task Force Investigator position. Attached is the
position description for your review.
This position will be filled by a current police officer. We recently recruited candidates for the police
officer position vacated by Officer Jeff Mathiowetz. The officer vacancy created by the Drug Task Force
assignment will be filled from the same candidate pool.
Financial Impact
This position is in the 2015 budget.

Position Summary
The Drug Task Force (DTF) Investigator works under the direction of the Administrative Captain
in cooperation with the Sherburne County Drug Task Force Commander. Investigates alleged
felonies, gross misdemeanors, and serious misdemeanor incidents, with a specific focus in the area
of narcotics crimes. The DTF Investigator serves within the jurisdiction of the City of Elk River
and other jurisdictions served by the greater Task Force to establish facts necessary for clearance or
arrest and court action of narcotics crimes.
Essential Functions
1.Performs specialized investigative duties related to narcotics.
A.Conducts investigations related to narcotics law violations, drug trafficking
violations, and drug conspiracy violations.
B.Conducts surveillance of illegal narcotics activities.
C.Assists in creating and maintaining files on illicit drug activity.
D.Cultivates and develops sources of information for criminal investigations.
E.Cooperate and assist other agencies in multi-jurisdictional investigations of narcotics
crimes.
2.Performs educational duties.
A.Conducts training sessions for youth on drug-related topics.
B.Conducts training sessions for parents and adult groups on drug-related topics.
C.Is available to educate other department members or city officials on the topic of
current trends in illegal drug activity.
3.Performs general investigative duties.
A.Conducts investigation of complaints as assigned, including identification, collection,
processing, and preservation of evidence.
B.Locates and gathers information from informants, suspects, experts, victims, and
witnesses.
C.Takes statements for use in developing the investigation.
D.Makes arrests or forwards for complaint as justified by facts developed.
E.Develops complete and concise oral and written reports.
F.Maintains complete and accurate notes and files on investigations.
G.Provides complete and credible testimony in court.
H.Assists prosecuting attorney in development of case.
I.Becomes familiar with criminals and criminal suspects and their likely location.

4.Performs crime scene activities.
A.Serves in an investigative role at crime scenes.
B.Directs other law enforcement personnel at the scene.
C.Secures the scene and directs others; promptly collects and secures evidence.
D.Assists victims and other parties involved.
E.Initiates investigation and apprehension of individuals as appropriate.
5.Performs administrative duties.
A.Works in an advisory and technical role with other agencies as assigned to develop
maximum cooperation and efficient use of investigative resources.
B.Shares information with appropriate departmental personnel and other agencies.
C.Maintains community relations through public speaking, exhibits, tours, and various
programs.
6.Performs patrol duties.
A.Performs patrol and traffic enforcement duties.
B.Responds to emergency and non-emergency situations as directed.
C.At the direction of the Police Chief, remains available to assist in all other aspects of
police work.
7.Performs other essential job duties.
A.Regular and timely work attendance.
B.Follows all safety procedures.
C.Participates in safety training.
Required Knowledge, Skills, and Abilities
Knowledge of and ability to employ available resources.
Knowledge of and ability to apply criminal law and its relation to investigative process.
Knowledge, skill, and ability to effectively use departmental equipment.
Skill to communicate effectively with a variety of groups such as youth, business people, and
seniors.
Skill in identifying, collecting, marking, preserving, and recording evidence.
Skill in communicating effectively orally and in writing.
Skill in operating a police vehicle in all kinds of weather conditions and situations.
Ability to take statements efficiently and effectively.
Ability to work cooperatively with other police department personnel and other law
enforcement agencies.
Ability to comprehend and apply federal, state, county, and city criminal, traffic, and other
civil laws.
Ability to prepare routine reports, case files, and correspondence.
Ability to work under adverse conditions.
Ability to work a flexible schedule as needed.
Ability to work in a team setting with officers from multiple jurisdictions.
Minimum Qualifications
Two-year law enforcement related degree.
Valid full-time POST license.
First responder certification.
Valid driver’s license.

Must meet all state-mandated requirements and local policies such as a physical examination
and criminal background check.
At least three years full time patrol experience with the Elk River Police Department or; At
least two years full time patrol experience with the Elk River Police Department and at least
two years full time police experience with another agency.
Preferred Qualifications
Bachelor’s degree in law enforcement related field.
Specialized training related to narcotics investigations.
