Action Requested
Approve, by motion, the promotion of Nick Flaherty to the position of Lead Wastewater Operator.
Background/Discussion
The position of Lead Wastewater Operator has been vacant since Matt Stevens was promoted to the
Chief Operator position. We went to market to fill this position and received six applications. The two
candidates meeting the minimum qualifications were interviewed, one of them being current Wastewater
Operator Nick Flaherty.
Mr. Flaherty started with the City of Elk River in 2009, after receiving his AAS in Water Environment
Technologies from St. Cloud Technical College. Since that time he has shown initiative by
troubleshooting plant issues and programming the lift station panels. He is experienced with all
components of the plant and is a key team player.
Mr. Flaherty will start at step D of pay grade 7. Based on satisfactory performance, Mr. Flaherty will be
eligible for a step increase in six months. All other pay and benefits are consistent with city policy.
Financial Impact
This is a budgeted position and will create a Wastewater Operator vacancy. Chief Operator Matt Stevens
prefers keeping the operator position open until the new plant is near completion, therefore recognizing
an overall budget savings in this enterprise fund.
