Resolution of Support for Voting Equipment Grant
BACKGROUND
The legislature has established a Voting Equipment Grant Account to enable all local governments
in Minnesota to obtain improved precinct-based optical scan equipment. The grant application is
made to the Office of the Secretary of State. The city is submitting an application for this grant to
cover one-half of the cost to upgrade 7 of our 9 precinct count voting machines.
The city currently has 7 precinct counters that were purchased prior to 2001 and 2 that were
purchased in 2001. The two precinct counters purchased in 2001 are an upgraded version of our
existing 7 precinct counters. The grant money will allow us to upgrade our existing precinct
counters. The upgrade includes a new circuit board, ballot transport assembly, a new printer, a new
shroud, and a new switch assembly. The new upgrades to the precinct counters will be used in the
September 10, 2002 Primary Election. It is our goal to have all of our precinct counters identical
for ease of training and operating.
The upgrades cost $1,200 per machine totaling $8,400. If awarded, the grant will cover one-half of
the cost ($4,200). The grant requires a resolution of the city pledging its support of one-half of the
cost ($4,200).
ACTION REQUESTED
Council motion adopting the attached resolution pledging support for the voting equipment grant
in the amount of $4,200.

A RESOLUTION
OF THE CITY OF ELK RIVER
A RESOLUTION
AUTHORIZING AND PLEDGING SUPPORT
FOR VOTING EQUIPMENT GRANT APPLICATION
WHEREAS, City Clerk Sandra Peine is authorized to submit an application for a voting
equipment grant on behalf of the City of Elk River; and
WHEREAS,
this application must be completed in accordance with Minnesota Statutes
204B. 48, and submitted in accordance with the instructions provided by the
Secretary of State and the Department of Administration.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Elk
River pledges to act appropriate and expend funds in an amount sufficient to
match any grant awarded as a result of this application and in a timely
manner to implement the election administrator training and voter education
schedule set forth in the application.
