REOUEST
Attached is the proposed 2002 fee schedule for Council review. Fees for services are
reviewed by staff and council on an annual basis to ensure that fees charged cover the
services that are provided by the city. The attached fee schedule shows the proposed changes
to the fee schedule.
Attached is a memo from the Director of Planning to the Park and Recreation Commission
explaining the proposed changes to the park dedication and shelter reservation fees. The
minutes of the October 10 Park and Recreation Commission meeting are also attached. The
minutes reflect the Park and Recreation Commission's recommendation on these fees.
ACTION REQUESTED
Staff is requesting Council to review the proposed changes. A final fee schedule will be
presented to the Council for adoption by resolution on December 17.

Consider 2002 Fees
Request
The Commission is asked to consider the park dedication and shelter reservation fees for
2002.
Analysis
Park Dedication
The current park dedication fees are as follows:
$1,470 for residential lots
$2,000 per acre for industrial property
$3,000 per acre for commercial property
In recent years the Commission has recommended to the Council an increase of
approximately 5% on residential park dedication fees only. A 5% increase in park dedication
fees for residential lots would make the 200 amount $1,543.50. For ease of mathematics,
staff would recommend that this amount be rounded down to $1,540.00.
There has been little commercial or industrial development since the Elk River Crossing
project in 1999. Staff recommends maintaining the commercial and industrial park
dedication rates at their current rates and consider increasing them for 2003.
Shelter Reservation Fees
This year was the first year that fees for shelter reservations were implemented. While there
was an occasional complaint from residents, there was no major upheaval regarding
adoption of a reservation fee. Staff is recommending that the fees be maintained at the
current level, but again, recommend to the Council that consideration of a non-resident fee,
especially since there will more than likely be non-resident fees for the various recreation
programs that the City will be offering beginning January 2002.

Recommendation
Staff recommends that the Commission recommend to the City Council the following fees
for 2002:
1. A residential park dedication fee of $1,540 per lot.
2. Maintain the current park dedication fees for commercial and industrial land.
3. Maintain the current reservation fee level for residents for shelter reservations.
4. Implement a non-resident fee of twice the resident fee for shelter reservations.
These fees are in line with neighboring communities.

Mr. Rolf would like the Commission to endorse the requirement that the landfill provide
additional berms and screening to the area to lessen the impact of this trail corridor.
COMMISSION DANA ANDERSON MOVED TO RECOMMEND THAT THE
LANDFILL COMES WITHIN THE 100' OF THE RAILROAD BED; THAT THE
AREA BE RE-VEGETATED AND RE-BERMED TO KEEP THE NATURAL
AESTHETICS OF THE GRADE INTACT. COMMISSIONER DEWALL

9.C.1. Waco Street Trail
Ms. McPherson presented that the City recently completed the extension of Business Center
Drive. The Master Park Plan indicates an extension of both the Waco Street and County
Road 30 trails. At some point in the future, Waco Street will needto be reconstructed and
staff anticipates extending the bituminous trail along the west side of Waco Street south to
County Road 30. The City could work with the developer as was discussed at the last
meeting, to continue with the Co. Rd. 30 trail. There will be missing link which will have to
resolved between the east and west edges of Sandpiper Estates.
Ms. McPherson requested feedback from the Commission as to the direction of the project
at this time. The Commission was in agreement with the comments from Ms. McPherson.
9.C.2. Consider Revised Trail Reimbursement Policies
Ms. McPherson stated that in late 1999 or early 2000, the City identified a
reimbursement policy for the construction of bituminous trails through various
subdivisions. This year, the City reimbursed two developers at a total cost of
$47,234.80.
Both reimbursements were unanticipated expenditures from the park dedication fund
and staff is requesting further direction regarding reimbursing developers for trail
construction. Ms. McPherson stated that the current rate of reimbursement is $14.00 per
lineal foot, but the market rate is between $7.00 and $8.00 per lineal foot. Staff suggests a
reduction in the reimbursement rate to market levels.
COMMISSIONER DANA ANDERSON MOVED TO ADJUST DOWN THE
REIMBURSEMENT RATE TO $8 PER LINEAL FOOT, IF SOMETHING
EXCEEDS THAT COST, THEN IT WOULD BE EXAMINED ON A CASE-BY-
CASE BASIS. COMMISSIONER HUBERTY SECONDED THE MOTION. THE
MOTION CARRIED 6-0.

Ms. McPherson discussed the two sets of fees to be considered: 1) Park dedication fees;
2) Shelter reservation fees. The current park dedication fees include $1,470 per lot for
residential lots, and $2,000 per acre for industrial property, and $3,000 per acre for
commercial property.
In recent years, it has been recommended an increase of approximately 5% on the
residential park dedication fees, a 5% increase from this year would essentially raise the
amount approximately $73, rounded down to $1,540 per residential lot. It was

recommended from staff in order to continue to encourage industrial development, the
fees be left as is.
Sheker reservation fees were implemented at a starting rate of $20 for
open shelters, and $40 for enclosed shelters, and approximately $2,800 has been
generated in revenue this year as a result. There is a damage deposit, which still
stands.
Ms. McPherson has encouraged the Commission to recommend consideration of a non-
residential fee for park shelters. Last year the City Council lek uncomfortable requiring a
non-resident fee, preferring to encourage residential use of the shelters and preventing the
use of the facilities by non-residents.
Staff is recommending four sets of fees for consideration:
1. Increasing park dedication fee for residential lots to $1,540 per lot.
2. Maintaining the current fees for commercial and industrial plats.
3. Maintaining the current reservation fee for shelter reservations to residents.
4. Implementing a non-resident fee of twice the residential fee for shelter
reservations.

9.C.4. Review Final Draft, Park & Trail Map
Ms. McPherson presented one-half of the prototype of the Park and Trail Map that was
completed. There are still some technical difficulties on the map portion of the map.
The portion of the map that is complete includes the mission statement of the
Commission, the address of City Hall and the various telephone numbers and web
sites. There are several parks that are highlighted in the map which include Lions
Park, Orono, Hillside, City Park, the athletic complexes, and also the Woodland
Trails Park, which would include a park map and the trail rules. There is also
information given about how to make reservations and regulations for being in the
parks and the matrix of the various parks that are offered.
There will be a total of 12,000 brochures printed, approximately 5,500 will be
distributed in the November Current which is delivered in the Elk River Star
News. There will be copies available in the kiosk at Woodland Trails Park, Elk River City
Hall, City Recreation, and some will be given to the Chamber to include in the new resident
packages.

FUEL-GAS PIPING PERMIT FEES
The Chief Building Inspector, before issuing any permit for the installation of
any fuel-gas piping, shall require the payment by the applicant for such
permit of fees in the amount herein provided.
Minimum Fee
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be less than Forty-five Dollars ($45.00).
Basic Fees
The fees for all fuel-gas piping permits shall be computed on the basis of the
number of fuel-gas appliances. The fee for each appliance so provided for
shall, except as hereinafter otherwise specifically provided, be Six Dollars
($6.00) for each fuel-gas appliance.
(B)
Where any such permit is issued for roughing-in of fuel-gas lines for future
appliances, a fee of Six Dollars ($6.00) shall be charged for each line or lines.
(c)
In addition to the Six Dollar ($6.00) charge for each fuel-gas appliance and
future fuel-gas lines run for appliance, a Six Dollar ($6.00) charge for the
main fuel-gas supply in the building shall be charged.
(D)
For the purpose of this article, a gas appliance shall be taken to mean a
furnace, range, water heater, dryer, fireplace, barbecue, etc.

PERMIT FEES
FEES REQUIRED
The Chief Building Inspector, before issuing any permit for the installation,
alteration, or repair of any heating, ventilation, and air conditioning
appliance items, connections or appendages, shall require the payment by the
applicant for such permit of fees in the amount herein.
MINIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be less than forty-five dollars ($45.00).
MAXIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be more than $100.00 for a single-family home.
PERMIT FEE FOR HEATING, VENTILATION AND AIR
CONDITIONING APPLIANCE ITEMS, CONNECTIONS OR
APPENDAGES
For any permit for the installation, alteration or repair of the above-
referenced items, the fee shall be one and one-half percent (1.5%) of the
valuation of the work or as calculated under the Uniform Mechanical Code,
whichever is greater.

Where any such permit is issued for roughing in plumbing openings only,
providing for certain proposed fixtures, which are to be installed or set later,
a fee of Eight Dollars ($8.00) shall be charged for each such opening, which
fee shall be in addition to the fee charged for other plumbing work included in
the same permit.
(c)
For the purpose of this article, a plumbing £~xture shall be taken to mean and
include any sink, laundry tub, bathtub, wash basin, drinking fountain, floor
drain, or any other plumbing device arranged to be connected with the sewer
or plumbing system, either directly or indirectly, and required to be trapped.
