Accept Resignation of Clifford Skogstad, Building Official, and
Authorize Hiring a Building Inspector
Cliff Skogstad has accepted a position with the City of St. Michael as the head of their
Building Department. His letter of resignation is attached. This new position is~more
money and responsibility for Cliff.
Cliff started with city in October of 1987 as a residential building inspector and was later
promoted to Building Official. In both positions, Cliff proved himself to be an extremely
valuable employee. He will be missed and we wish him the best in his new position.
Cliff's duties as Building Official for the city included the day-to-day supervision of the
building inspectors and code administration. For the foreseeable future, these
responsibilities will be assumed by Stephen Rohlf. At a future date, it may be desirable or
necessary to elevate someone other than the Building and Zoning Administrator to the
Building Official position. For now, staff is seeking authorization to hire a building
inspector to make up for the loss of inspection time caused by Cliff's departure.
With additional duties being added to the Building and Zoning Administrator, the issue of
hiring an Environmental Assistant should be revisited. This position was requested in 2003,
but was eliminated from the budget. The difference between Cliff's wages and what a
building inspector makes will free up some funds.

My last day of employment with the City of Elk River will be on December
21,2001. I have accepted the position with the City of St Michael as their
Chief Building Official. I wish to thank you for the opportunity to serve the
City of Elk River as their Building Official for the past fourteen years.
