SUBJECT: Consider Personnel Committee Recommendations
Item 5.10.
The Personnel Committee recently reviewed several positions and is prepared to recommend
point values for the positions reviewed. The positions meeting the review criteria with the
Personnel Committee's recommendations are listed below. The current employee in each of
these positions completed a job analysis questionnaire that was used to determine the
position's point value.
Fire Inspector/Administrative Assistant - Consistent with past practice no point
value was assigned to this position when it was established with the intent that the
position would be reviewed after the employee and supervisor had more clearly
defined the position.
Committee Recommendation -Establish Fire Inspector/Administrative
Assistant position at 74 points and pay grade 1E. This position functions as
the acting emergency operations coordinator in the fire chief's absence.
Liquor Clerk II - Liquor Store Manager Dave Potvin requested that Steve Tillman's
position be reviewed due to added duties and responsibilities above and beyond
those of a Liquor Clerk II, including purchasing wine and supervising staff.
Committee Recommendation - Establishment of Liquor Clerk III
position at 59 points and pay grade 7. A new position description will be
written to include wine purchasing, supervisory, and other financial duties
above and beyond those of Liquor Clerk II. The committee further
recommends that Steve Tillman be moved to Liquor Clerk III effective
January 1, 2002.
Recreation Department - On January 1, 2002, the city officially becomes the
employer of Michele Bergh, Recreation Manager; RaeAnn Gardner, Office Assistant
I; and Darci Stiff, Program Assistant, for the Recreation Department. The Office
Assistant I position is an existing position: however, Recreation Manager and
Program Assistant are new city positions for which point values need to be assigned.
Committee Recommendation -Establish Recreation Manager at 81 points
and pay grade 3E and establish Program Assistant at 55 points and pay
grade 6.
Mechanic - With the addition of a second mechanic, there is a need to develop a
Lead Mechanic classification. In reviewing the current mechanic position profile, it
was noted that Lead Mechanic duties were included in the Mechanic profile.
Committee Recommendation - Create a Mechanic position at 64 points
and pay grade 9 and change the previous Mechanic position to Lead
Mechanic with the point value to remain at 67 which falls in pay grade 10.
Action Requested
The City Council is asked to approve the position point value and pay grade changes stated
above as recommended by the Personnel Committee based on the current job duties of each
of the positions.
