IP Community Recreation Update - May 13, 1998
- MASC Sports & Recreation Grants Program: This is the same program that we applied for back in
December. We had two proposals in December. One was for the skatepark development & the other
was for the concession stand at the Youth Athletic Complex. The skate park was funded.
I would like to share some thoughts on proposals with the commission. The applications are due
June 30th. Your input will be appreciated. A decision at your June meeting would be required to
make the application deadline.
- Skatepark Development.: The League of Minnesota Cities Insurance Trust has recently developed
some new policies that allow municipalities to provide this type of facility with no increase to their
existing liability insurance coverage. This simplifies our ability to get this facility up and running. It is
expected that it will be open late May / early June.
- Youth Athletic Complex Grand Opening: The associations thought this was a good idea and that
they would like to be part of it. I will be meeting with them on May 21 to do some planning. Your input
will be appreciated.
- "Youthbound": The same concept for utilizing the Old Prairie House restaurant has now moved
down the road to the old Northbound Liquor store. The city council has authorized improvements to
ee site that would accommodate our use as a youth center. It has passed the planning commission
phase of the CUP and goes to Council on May 18.
- Summer Recreation: Registration began on May 2nd. Registration numbers are very good. Many
offerings are already full. When able we add offerings to full classes.
- Youth Athletic Complex Guidelines: You recievied what is believed to be the final draft at your April
meeting. The commission should consider recommending approval to Council at this meeting.

Dear Chairman Anderson:
I am writing to raise several issues concerning the role of the Parks and Recreation Commission in
the process currently underway to build a Boys and Girls Club facility in Lions Park. My issues in
part stem from a news account in today's Metro/State section of the Star Tribune concerning
restricted access by the general public to a St Paul neighborhood park which has been leased to
the Boys and Girls Club of St Paul. According to the news account, "...the club insists that any
non-members pay a permit fee to use the park and adjacent recreation center, both of which the
group leases from the city....Richard Grigo, development director for the Boys and Girls Club,
said that concerns over liability, insurance and maintenance are the why no one is allowed to use
the park without permission. He said that the organization is simply adhering to its agreement
with the city." Attached please find a copy of the entire news article
Although I personally am very supportive of a youth facility being in place in Elk River within a
reasonable time frame, as a member of the Parks and Recreation Commission, I want to make
• every effort to insure that a good process is followed to insure that Elk River does not repeat the
St Paul situation where you have a private non-profit organization being given the power by the
city to determine which citizens have access to a public park site.
To insure good process the Parks and Recreation Commission has to operate on the following
assumptions:
(1) That the Commission will have the opportunity for timely review and comment on any
proposed lease between the Boys and Girls Club, the City of Elk River and the Elk River Area
Lions Club.
(2)That the terms of the lease will not restrict in any way access by the general public to the
facilities of Lions Park, with the sole exception being the youth center which will be governed by
the terms of the lease per#1.
(3) That the Commission will have an opportunity for timely review and comment on the

proposed design of the Boys and Girls Club facility. This is important since should the building
ever revert to the City of Elk River, the Parks Commission would become responsible for any
programming in the building. It is important that the Commission review the design with future
contingencies in mind.
• While I am unable to attend the May 15 Commission Meeting, I would appreciate your presenting
this letter for discussion by the Commission, and taking such action, should the Commission share
these concerns, to insure that the Commission will review the lease, building design, and related
matters in a timely fashion. I cannot stress enough how important it is that the Parks and
Recreation Commission be part of the review process for this very important project.

Dear Mr Hals
Thanks for taking my call last week in regards to using one of your parks for our annual field day
operations. We are in the process of organizing an amateur radio club in the Elk River area.
Amateur radio(Ham radio)is still a vital link for emergency communications in the event that
local communications are disrupted. One of our members has already talked with the fire chief about
getting involved with some of their drills. We also would like to be involved with community events.
Last summer,we were involved with the Heritage Festival parade providing parade route communications.
Field Day is a nation wide operation that is sponsored by the American Radio Relay League(ARRL).
Amateur radio organizations across the U.S and Canada will be on the air the weekend of June 27&28,
1998 to test their emergency skills,demonstrate who we are to the community and to have fun making
contacts across the country. This operation runs twenty-four hours starting at noon(12:00)that Saturday
until noon(12:00)Sunday. This will mean some of us will be spending the night in the park.
We cannot use commercial power. We will have a generator,screen tent and trailer on site,plus radio
equipment and antennas. The preferred park would be Orono Park because of the area structure and
the visibility of the community.
