Description
Gagne Park is partially wooded 48.27 acres with two level open field areas;
one recently farmed. The park is accessible from the North off Waco Street,
and borders the Elk River on the South and touches the Elk River in the
• North East. Currently several homes along the Elk River use park property
to access their homes. The homes have a platted easement for vehicle access
off park property; however it is undeveloped and. Also found within park
property is storage of junk cars and other debris.
Most of the site is in the flood plain that restricts how it may be used. The
Southern most open field and part of the Northern, are in the flood plain and
cannot have permanent structures. Any temporary structures would have to
be removed in times of flood.
The open field areas in flood plain are well suited for soccer or baseball fields.
Part of the Northern open field area is above the flood plain and is suited for
structures, such as a picnic /restroom facility, concessions, and a rental
facility and children's playground. The remaining wood land areas provide a
buffer and could be used for walking and viewing the river.
The forests' species most prevalent include Elm, Basswood, Ash, Hackberry,
Cherry, Hawthorne, Gray and Pagoda Dogwood, Arrowwood Viburnum,
Prickly Ash, Rose and lots of Poison Ivy to name a few. In the open area
there are some prairie remnants as well.

Concept A
This concept explores the opportunities of an expanded park to include the
properties to the East and South owned by Richard and Yvonne Freitag, and
Gary Westerlund respectively. These properties are landlocked and only
accessible through the city park or by river crossing. These two properties
would provide greater and continuous river access along the south and
eastern edges of the park increasing recreational opportunities. Furthermore,
Gary Westerlands property South of the Elk River and North of Highway 10
• could provide a badly needed southern access point and a parking lot.
Currently there are abandoned bridge footings in the river that might be
reused as a pedestrian bridge if in good condition and the DNR has no
objections.
The main park entrance is at the end of Waco Street and terminates into a
culdesac with parking and a canoe launching area. The open space to the
North contains ballfields, picnic facilities, restrooms, parking and a paved
trail looping around it.
The Southern open space contains a prairie for walking, picnic facility, and a
paved trail that acts like as a spine through the park from the North
entrance and parking to the Southern bridge entrance to the park.
Around the prairie open space is a walking trail with benches and areas for
canoeists to pull up on the banks of the Elk River to picnic and rest. The
walking trail continues to the East and loops through the woods and along
the Elk River.
An expanded Gagne Park could serve as an upstream boat/canoe launching
site with rental services, concessions, and stream side picnicking. Just
• beyond this site down stream is Harris Island Park that could be a more

remote picnicking or camping location. This concept could be carried farther
with some canoe or inner-tubing facility in Orono park as a final destination.
Concept B
The park entrance is realigned from what exists currently which would
necessitate the neighboring properties to use the easement provided for them.
The park road crosses the open field to access an upstream location from
which to launch canoes into the Elk River. Some road parking would
accommodate canoeists cars. The canoes could paddle to Harris Island Park,
or all the way to Orono Park. There are three parking lots in the park. The
first one services a picnic structure, restrooms, play structure, basketball
courts, and ball fields. The second lot services more ballfields, and the last
one services a more remote picnic area that extends into the woods to the
river. A paved trail loops the perimeter of the park to some benches on the
bank of the Elk River, and connecting all the park areas.
Concept C
This concept utilizes the existing entrance road that is currently used by the
neighboring properties. The neighbors in this concept would have continued
access off this entrance drive sharing it with the park. The Northern field
• area is a prairie restoration with trails, picnic structure, restrooms, and
parking lot. The Southern open field contains ballfields. A paved trail
surrounds the ballfields and follows the Elk River with benches along the
river bank. A secondary picnic area is accessible only by trail.

Description
• Harris Island is 12 acres of island and River. The site is wooded with
evergreens and river bottom species. There is no access over Elk River to the
island, however there is an easement from Troy street. The easement is
narrow at the street, wooded with mature trees, and very steep.
Site Issues

• Access to the park
• Poison Ivy Removal

• Safety and partying
Concept A
This concept ties into Gagne Park concepts. The island would be used as a
picnic site and camping site for canoe travelers. There would be no vehicle or
pedestrian access from the shore. To address safety and improper use of the
island, a permanent row boat would be stored and locked up on shore for
patrol and emergency use. The picnicking and camping sites would be well
IPmarked with rules posted and located for maximum surveillance from across

the river. Access to the bank of the river from the easement will be difficult

to achieve with the steep slopes. Patrolling is better achieved from Wapiti
campground or from Gagne Park.
Concept B
Concept B includes a temporary bridge from the Troy Street easement. The
bridge would accommodate pedestrians and would be removed in times of
flood. The feasibility of this would have to be further explored for both costs
and possible problems with obstructing floodway. The steep slopes on the
easement make this concept difficult to impliment. A small parking lot off
Troy would accommodate a few cars only.
The island would still be utilized as a picnic spot both accessible by
pedestrians or by canoe or inner-tube.
Concept C
Concept C leaves the island as a conservation park for birds and small
animals.

Background
A neighborhood boy, Aaron Veek, wrote the Mayor regarding an empty city
lot near his house requesting it be turned into a park. The site has been used
for sliding and play years, until neighbors began parking vehicles there.
. Aaron made a drawing of the site requesting the following amenities: trees,
swing set, ice rink, and sledding hill.
Description
The 85ft x 150ft site is flat near the street and slopes up towards the back of
the lot to another flat area. On the grassy site are weed trees primarily,
Chinese Elm and some Boxelder. The site is in the middle of the
neighborhood with a house on either side and behind.

Concept
The amenities in the park are as requested with a skating rink, a sliding hill
and a swing set. The skating rink is located near the street and up to the
property line. A sliding hill area is cleared of the existing weed trees except a
few trees on the outer edges. The swing set is located at the top of the hill
with a view back down the hill. Overstory trees are located on the boulevard
10 and ornamental trees and shrubs within the park.

Dear Mayor Duitsman,
Enclosed is a letter from our son, Aaron, who is 10 years old. He has
become involved in Cub Scouts and likes to take on projects.
Aaron, all on his own, thought the lot across from our home would
make a nice park for the neighborhood. In actual fact, kids for years have
used this vacant lot to go sledding in the winter and climb trees, look for
wildlife and just have fun in the summer. That is until the last year or so.
The neighbors (several) have decided it would make a good parking lot for
their extra vehicles.
We do not know who owns this property, but a park would be a
much nicer use than a place for people to leave their unused vehicles.

• Description
Riverplace Park is almost 2 acres in the Riverplace development near the
Elk River. The park is rectangular and flat, with trees adjacent to the East,
and the sides of homes on the South and West. The Park is easily accessed
by 186th Lane NW to the North and Pascal on the South West corner.
Future development on the adjacent parcel of land may provide an
opportunity to enlarge this park and make a connection to and along the Elk
River. The River is one of the elements that ties this community together
and could be an element open for all to use.

Concept A
The park contains a children's play structure, a basketball or volleyball court,
