Action Requested
Adopt,by motion,the ordinance amending Section 10-82 of the Elk River City Code relating to the
licensing of animals.
Background/Discussion
Section 10-82 of the Elk River City Code regulates the licensing of animals.
Currently, code says that the licenses are good for a two-year period. Staff would like to remove this
language from the city code to avoid confusion regarding the licensing timeframe. The animal licenses are
pre-printed for a two-year period and expire on December 31 of the second year. If a resident obtains a
license in the middle of the licensing period,the license still expires December 31 of the second year.
Financial Impact
The license fee is $10 and is not pro-rated if a license is obtained during the licensing period. State statute
allows cities to charge reasonable fees that cover direct and indirect costs in issuing the license and
policing the licensed activities.

An Ordinance Amending Section, 10-82, License of the City of Elk River,
Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That§ 10-82, License of the City of Elk River Code of Ordinances shall be amended
to read as follows:
(a) Required;teen. No person shall own, harbor, or keep a dog or cat over six months of age within
the city unless a current license for such dog or cat has been obtained. The license shaR he
issued for a two year period and shaR expire on December 31 of the last year of the licens
issued.
SECTION 2. That this ordinance shall take effect upon adoption and be published as provided by
law.
