Joint Meeting between School Board
and Area City Councils and Township
Boards
Attached for your review is some material related to the joint meeting with
all of the city councils and township boards within School District 728 and
the District 728 School Board. This meeting was set up last spring and is
scheduled for Tuesday, January 12, 1999, at 7 p.m., at the Elk River
City Hall.
In the attached letter from Dr. Flannery, input is requested on specific
agenda items for this meeting. The School Board would also like to confirm
who will be attending from the city of Elk River.
Additionally, in recent conversation with Dr. Flannery, we have tentatively
set up Monday, January 25, 1999, as a joint meeting date between the Elk
River City Council and the District No. 728 School Board. At this January 25
meeting I expect that the discussion will include the school liaison and
D.A.R.E. program, the planned School Street improvement project, the
School District parking lot project, and other topics of joint interest. I would
like to get confirmation from the City Council that this fourth Monday of
January 1999, works for us for a joint meeting with the School Board.
Action Requested
Motion calling for a special City Council meeting for Tuesday, January 12,
1999, at 7 p.m. at the Elk River City Hall.
Motion calling for a joint meeting between the Elk River City Council and the
District No. 728 School Board for Monday, January 25, 1999, at Elk River
City Hall. (The joint meeting with the School Board typically begins at
approximately 7 p.m., following some regular City Council business items.)

Brian Doran/115 Baldwin Street indicted his concern about the present
conditiog~r'of the Hohlen Trailer Park. He",i~icated that no progress has been
made_.with the developers, and further indiL"'~ed that there is no shelter for the
residents in case of inclement weather.
Mayor Duitsman recessed the City Council meeting at 7:10. The City Council moved to
the training room for a joint meeting with the School Board. Mayor Duitsman
reconvened the City Cauncil meeting at 7:20 p.m.
School Board/City Council Joint Meetinq.
The School Board members and City Council members introduced themselves.
· Residential Development Plans
The City Administrator and City Engineer discussed the city's plans for future
growth. Terry Maurer discussed the city's plans for development in the eastern
area of the city.
Dr. Flannery reviewed the School District's comprehensive plan.
· Police Liaison Program
Police Chief Tom Zerwas gave an update on the school liaison program.
Discussion was held regarding the School District's plans to continue the
program. Dr. Flannery indicated that the school is satisfied with the service.
Councilmember Dietz indicated that he would like to see a resolution about the
city receiving increased fees for the liaison officers. Dr. Flannery indicated that
this will have to be discussed.
· ALC/Oak Knoll Fields
Dr. Flannery provided an update on the progress of the Area Learning Center
construction. Discussion was held regarding the Oak Knoll Fields and it was
noted that the Joint Powers Agreement for the Varsity field has been approved.

· School Street
City Administrator Pat Klaers indicated that it has long been a goal of the city to
expand School Street to four lanes. He indicated that the city would like to
discuss this issue to see what the School Board's commitment is to this project.
He further stated that it is the city's intention to work with the School Board on
this issue.
City Engineer Terry Maurer updated the School Board on the scope of the
project and gave some very preliminary cost estimates. Terry Maurer indicated
that this city would pay for one half of the project and that the School District
would be assessed for the other half as they own 100 percent of the proper"h/on
the north side of the road. Discussion was held by the School District regarding
the need for the project, the timing and the School District's responsibility to pay
for the assessment. It was determined that this issue would be discussed by the
School District in the near future.
· Joint Meeting Date
Dr. Flannery indicated that a joint meeting with the School District and
municipalities within the district is planned to take place in 1999. A tentative
date of January 12 was set for this meeting.
Dr. Flannery indicated th.at the School District is planning on meeting with its
legislators after the legislative session ends. He indicated that the City Council is
invited to attend, however a date has not yet been set.
9. Adjournment
There being no further business, Mayor Duitsman adjourned the meeting at 8:50
p.m..

Dear Mr. Hals:
A small survey was made of streets near Kent Street N.W.
The Country Crossing Townhomes on Kent St. N.W. and
182na Lane N.W. seem to be targeted for having streets too
narrow to be plowed by Elk River Public Maintenance
Department for snow removal.
Another home owner and I drove around the area with a 50
foot tape and measured the following streets:
Boston 20'10" in width
York 22' "
2nd Street 21' "
Xenia 25" "
In order to reach 183ra Court, York Street would have to be
plowed. In order for the school bus to pick-up children on
York (South) across (East) on 2~a Street and (North) on
Xenia the plow must get there before the school bus. A
home owner on York Street told me that the plow comes
through there.

An owner on 5ta Street told me the plow comes in there but
at times the plow can't turn around and therefore has to
back out.
We measured Kent St. N. on the curve at approximately 21'
10" and again at 18248 on the straight a-way 21' 7".
Now in our opinion if your plow can go in 5th Street and
these the other streets that we measured, it seems
reasonable that your plows could go thru on Kent St. N.W.
and 182na Lane N.W.
We have 62 taxpaying residents who pay approximately a
total of $80,660 in Real Estate taxes every year, many of
whom are on a fixed income. Why do we have to pay extra
to a private concern to plow 2 streets?
We would be appreciate it if this problem could be re-
evaluated.

Dear Mr. Weckauff,
Regarding your letter of November 23, 1998, I apologize if I misled you regarding street
widths when we spoke. The townhouse area in which you reside was intentionally
designed by the developer with private roads, not so much for the paved street width, but
because private roads allow narrower fight of ways and closer building setbacks.
Therefore, the developer is able to cover more of the property with buildings and less
with roadways when they use private streets. Once a project is built on private roads it is
very difficult for the city to take over the road ownership and road maintenance.
The maintenance of private roads within a townhouse area is typically handled by a
townhouse association agreement. As a point of interest, the $80,660 that your
association pays in taxes has historically been split as follows:
50% received by School District #728
25% received by Sherburne County
25% received by the City of Elk River
The portion of taxes that the City of Elk River receives, breaks down to approximately
$325.25 per resident per year for city services which include, police and fire protection,
city administration, streets, parks, and recreation.

On December 7, 1998, I contacted Mrs. Schooler regarding a letter she sent to
the Council concerning a city parcel of land, and a nearby apartment
complex.
With regard to the land, the resident was informed that the city has no
intention of developing the site into apartments. Additionally, it was
expressed that the site may remain vacant for sometime. However, the park
commission would review the site at an upcoming meeting.
Both the apartment owner, and caretaker, were contacted about the nuisance
complaint. They assured me that the trash enclosure would remain clean,
and were aware of only one instance when a problem may have existed. The
location will be monitored for compliance in the future.
