This is a follow up item to Open Forum from the January Commission Meeting. Consensus from the Commission to consider a trail connection and/or parking area for 221st Avenue. Background/Discussion Bonnie Schmidt a citizen from Ridges of Rice Lake spoke to the Commission in Open Forum at the January meeting about the need for at trail connection from the Great Northern Trail along 221st Street to Ridges of Rice Lake. She stated that she would like to see it at the top of the priority list in the parks and recreation master plan because of the amount of traffic. I also passed out an email correspondence at the January meeting from the Ridges of Rice Lake Homeowners Association (HOA) President Douglas Reker who stated the trail connection is not a priority. Another concern Bonnie mentioned are the amount of cars that park along 221st Avenue to access the Great Northern Trail. This is also a concern of the HOA and some of the residents. Many residents,including Bonnie, came to the February 2 City Council meeting at Open Forum to express their desire for a trail along 221st Avenue and a new parking area to access the trail. Mr. Reker expressed his concerns regarding the number of cars parking along the road to access the trail. This will become a work session item for a City Council meeting in mid-March. The Police Depaitinent is currently reviewing the safety concerns along 221st Avenue near the Great Northern Trail and staff will be working on estimated costs for trail connections. This information will be made available for the March Council Meeting. Financial Impact Staff is currently working on estimated costs to construct a trail access along 221st Avenue. The accident occurred on Dec.4, 1:23 p.m.,on Highway 169 and 217th Avenue,north of Elk River in Sherburne County. According to the Minnesota State Highway Patrol, Sari Louise Evanson, 17,Zimmerman,was driving a 2002 Chevy Cavalier southbound on Highway 169. Brent Mathison,37,Elk River,was driving a 2000 GMC pickup northbound on 169. The Evanson vehicle left the roadway,went through the median and collided with the Mathison vehicle head-on,according to the State Patrol. Mathison was pronounced dead at the scene. Passengers in his vehicle were his wife,Angela,33,and their daughter Annika, 10.5 weeks old.They were transported to Hennepin County Medical Center. According to an HCMC spokesperson,Angela Mathison is in satisfactory condition while Annika Mathison is in serious condition.Evanson was injured,but the extent of her injuries and where she was taken were not available. All involved in the accident were wearing seat belts,the patrol said,and both vehicles had air bags, the patrol said. The funeral for Brent Mathison will be at noon Thursday,Dec. 9,at Holmen Lutheran Church, Holmen, Wis.,with interment Friday, 11 a.m.,,Orono Cemetery.A reception will follow at Word of Peace Church in Rogers. Besides his wife and daughter,Mathison is survived by his parents,Karan and Trygve Mathison, Holmen;a sister, Sarah Mathison;and his mother and father in-law,Bob and Darlene Cleveland of Rogers. Brent Mathison was born on Oct. 16, 1967, in LaCrosse,Wis. He married his wife on July 11,2003. Mathison was the first director of human resources at Cretex,Elk River.He started there in February. "We will always remember him as always cheerful,well-liked,respected and a decent young man," said Don Schumacher,executive vice president of Cretex Cos. "It's a terrible tragedy," said Tom Bender,the president of Cretex Cos.
