I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m.by Chair Anderson.
• 2. Consider Agenda
Mr. Hecker added Item 6.2 Boy Scout/Eagle Scout project presentation.
Moved by Commissioner Kallemeyn and seconded by Commissioner Sagan
to accept staff's addition to the agenda and approve the September 10,2014
Parks and Recreation Commission meeting agenda. Motion carried 5-0.
3. Consider Minutes
Moved by Commissioner Ahlness and seconded by Commissioner Sagan to
approve the following July 9,2014 Parks and Recreation Commission Regular
Meeting Minutes. Motion carried 5-0.
Moved by Commissioner Ahlness and seconded by Commissioner Sagan to
approve the following July 9,2014 Parks and Recreation Commission Work
Session Minutes. Motion carried 5-0.
4. Open Forum —None
5. Volunteer Recognition
Mr. Benoit recognized Dusty Welle as the Parks and Recreation Volunteer of the
• quarter.

6.1 Park/Program Highlight
Mr. Benoit presented the 2014 Night to Unite event and shared details of the
upcoming 15th Annual Family Spooktaciilar to be held on Saturday, October 11,
2014.
6.2 Eagle Scout Project Presentation
Dylan Earl presented his Eagle Scout project;restoring a portion of the Elk River
bank in Bailey Point Nature Preserve.
7.1 Hillside City Park Trail Steward
Mr.Benoit presented his staff report.
Moved by Commissioner Ahlness and seconded by Commissioner Niziolek to
accept staff recommendation to appoint Sue Seeger as the Hillside City Park
Trail Steward. Motion carried 5-0.
8. Parks and Recreation Director Report
Mr. Hecker presented his staff report along with thanking Sue See g er for taking the
Hillside City Park Trail Steward position.
Mr. Hecker shared that the Parks and Recreation Commission will have a special
work session meeting on Tuesday,September 30 at 6:30 p.m. to discuss the Park
Improvement Fund priorities.
9. Division Manager's Reports
Mr. Benoit presented his staff report.
10. Parks and Recreation Master Plan Update and Priorities
Paul Paige,HKGi consultant presented the Parks and Recreation Master Plan
slideshow update, sharing the resulting top priorities as improving trail connectivity,
improving existing parks,creating signature parks,and connection to the river.
Commissioner Sagan stated that the removal of buckthorn was not on the
momentum projects list and should be.
Mr. Paige shared that the Parks and Recreation Commission will review the Parks •
and Recreation Master plan at the November commission meeting.

12. Adjourn to work session
There being no further business, Chair Anderson adjourned the meeting of the Elk
River Parks and Recreation Commission at 7:27 p.m.
