River Parks and Recreation Commission
Held at the Elk River City Hall
Wednesday, October 8, 2014
Members Present: Chair Anderson,Commission members Ahlness,Holmgren,
Kallemeyn,Niziolek,and Sagan
Members Absent: Commission member Nystrom
Council Liaison: Mayor Dietz
Staff Present: Parks and Recreation Director,Michael Hecker,Recreation Manager,
Steve Benoit, and Recreation Coordinator,Tonya Love
1. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Anderson.
• 2. Consider Agenda
Mr. Hecker added Item 5.1 Eagle Scout project presentation.
Moved by Commissioner Sagan and seconded by Commissioner Kallemeyn
to accept staffs addition to the agenda and approve the October 8,2014 Parks
and Recreation Commission meeting agenda. Motion carried 4-0.
3. Consider Minutes
Moved by Commissioner Sagan and seconded by Commissioner Kallemeyn
to approve the following September 10,2014 Parks and Recreation
Commission Regular Meeting Minutes. Motion carried 4-0.
Moved by Commissioner Kallemeyn and seconded by Commissioner Ahlness
to approve the following September 10,2014 Parks and Recreation
Commission Work Session Minutes. Motion carried 5-0.

5.1 Eagle Scout Project Presentation •
David Waldron presented his Eagle Scout project;build a scenic overlook on Rice
Lake.
Mayor Dietz asked if Livonia Township needs to approve the project.
Commission Anderson stated that the Sherburne County Commission will have to
approve it.
Mr. Hecker shared that the City of Elk River would submit a letter of support and
that they would maintain the overlook.
5.2 Park/Program Highlight
Mr.Benoit presented a slideshow of the 2014 Farmers Market highlights.
6.1 Lions Club Bench Donation
Mr. Hecker presented his staff report.
Harold Gramstad,24189 97th St. Elk River,member of the Lions Club shared that
they are going to use the same contractor the Rotary Club used •
Moved by Commissioner Sagan and seconded by Commissioner Ahlness to to
recommend to City Council to accept staff recommendation to accept the
Lions Club bench memorial to be placed in Bailey Point Nature Preserve.
Motion carried 6-0.
6.2 Park Improvement Fund Recommendations
Mr. Hecker presented his staff report.
Commissioner Anderson shared the cost breakdown of Houlton Property.
Mr. Hecker shared that line items for Houlton Property and Bailey Point Nature
Preserve improvement were new to the Parks Improvement Fund from the last
commission worksession.
Commissioner Holmgren asked how the new line items were added.
Mr. Hecker stated that the City Council approved the purchasing of the Houlton
property and staff believed that there should be funds allocated.

• Moved by Commissioner Sagan and seconded by Commissioner Holmgren to
recommend to City Council to accept staff recommendations of the 2015
Parks Improvement Fund. Motion carried 6-0.
6.3 Park Dedication for Northstar Business Park Lot Split (LS 14-06)
Mr. Hecker presented his staff report.
Moved by Commissioner Ahlness and seconded by Commissioner Kallemeyn
to recommend to City Council to accept staff recommendation that no park
dedication is required for Northstar Business Park Lot Split as park
dedication has already been satisfied. Motion carried 6-0.
7.1 Use of Chalk on Trail System
Commissioner Anderson discussed the use of chalk on the trail system for rental
events, sharing that it is not offensive.
Commission members were in consensus that chalk could be used during events on
the trail system.
8. Parks and Recreation Director Report
• Mr. Hecker presented his staff report.
9. Division Manager's Reports
Mr. Benoit presented his staff report.
10. Parks and Recreation Master Plan Update and Priorities
Mr. Hecker presented his staff report.
11. Announcements
Commissioner Anderson shared that there has been about one volunteer applicant a
week coming in on a regular basis.
Mayor Dietz shared that there are still some residents concerned about the hunting
on the Houlton Property once it becomes a park and that there will be monitored
use of the park once it opens.
12. Adjournment
There being no further business,Chair Anderson adjourned the meeting of the Elk
River Parks and Recreation Commission at 7:43 p.m.
