09-10-2014 PR MIN WORKSESSION • Chy of El* Work Session Meeting of the Elk River River Parks and Recreation Commission Held at the Elk River City Hall Wednesday, September 10, 2014 Members Present: Chair Anderson, Commission members Ahlness,Kallemeyn, Niziolek,Nystrom,and Sagan Members Absent: Commission member Holmgren Council Liaison: Mayor Dietz Staff Present: Parks and Recreation Director,Michael Hecker,Park Planner Chris Leeseberg,and Recreation Coordinator,Tonya Love 13. Call Meeting to Order Pursuant to due call and notice thereof,the work session meeting of the Elk River Parks and Recreation Commission was called to order at 7:37 p.m.by Chair Anderson. 13.1 Houlton Farm Property Acquisition Bob McGillivray from Trust for Public Lands shared how the funding and purchase of the Houlton property will work. Tom Lewanski from Friends of the Mississippi shared that part of their role is the preserve and protect the river by providing management and restoration information to those acquiring new property. Mr. Leeseberg shared information regarding the current city ordinance and DNR rules of hunting and showed a map of how it will impact the property. Mr.Lewanski shared that the Commissioner of Natural Resources will make the final decision as to final hunting rules for the property. Mr. Houlton shared how he has managed hunters on the property in the past. 13.2 Review Signature Park Plans Mr. Hecker reviewed the Signature Park Plans that have come out of the Parks and Recreation Master Plan process with the commission members. • Parks&Recreation Commission Work session Minutes Page 2 September 10,2014 Mr. Hecker shared that combining Big Tooth, Great Northern Trail and Woodland IP Trails Park into one regional park to assist in qualifying for other funding resources. Commission members discussed the idea of Lion John Weicht Park as the location for future ice arena and community center. Commissioners discussed the expansion and future layout of Youth Athletic Complex. Mr.Leeseberg shared an updated Orono Park plan to showcase past commission discussions. 4. Adjournment There being no further business, Chair Anderson adjourned the work session meeting of the Elk River Parks and Recreation Commission at 10:00 p.m. Minutes prepared by T.
