7.b.1. PRSR 07-08-1998 ,,L/ - \4i Item# 7 .B. 1 . ty of MEMORANDUM lk • River TO: Park and Recreation Commission FROM: Stephen Wensman, Planner DATE: July 8, 1998 SUBJECT: BMX Update Update On July 1, Jeff Asfahl and I met with Margo Foster and John Thompson to get an update on the BMX planning. The BMX group are still very interested in developing a BMX site in the City and are excited to have a possible location in Hillside City Park. John Thompson is still trying to organize the BMX group and researching the appropriate not-for-profit status. The group is still determining whether to • be associated with the NBL (National Bicycle League) or the ABA (American Bicycle Association). The group is leaning towards affiliation with the NBL as it may have some trail design assistance and better services. There was further discussion about whether or not the BMX site would be a public site or whether it would be used for members only with special days open to the public for training, demonstrations, and supervision. Questions regarding liability were discussed and Jeff Asfahl will be researching the matter further. Other design issues were discussed such as parking, fencing, concessions, workshop structure, and other BMX related structures and activities. A BMX site in St. Michael and one in Minneapolis at Buck Hill may be good examples to look at for design ideas and related issues. John Thompson and Margo Foster left the meeting with copies of the site plan and a concept for the BMX site. They will be preparing a concept sketch plan for the dump site clearing which can then be incorporated into one of the concept plans for Hillside City Park. • 13065 Orono Parkway • P.O. The main dump area is located in the south central portion of the park. The dump area is mostly clear of trees and is mostly flat. A smaller dump area is near the entrance • road by County Road 12 and consists mainly of asphalt debris. Another area along County Road 12 seems to have been a small gravel or sand mine. The site is accessed by the existing 12'-15' gravel drive off of County Road 12. The gravel entrance drive has an old spur off it that is now obscured by scrub trees. Also within the site is a smaller road or path that winds through the southeast quarter of the site. There are two East-West powerline easements that cross the site, one bisecting at the center and the other at the southern edge. Both corridors could serve future trails connecting the site to other amenities in the city. Attachments • Park and Recreation Master plan for the site Site Issues • Dump site clean-up • Continued contaminant testing • Preservation of woods • Making connections to other amenities through future development • Developing the park and keeping the options open for a BMX site I 13065 Orono Parkway • P.O. Box 490 • Elk River,MN 55330 • TDD &Phone: (612)441-7420 • Fax: (612)441-7425 Concept A Hillside City Park, as a bike park, utilizes the center dump site area as an open green area with a picnic shelter and parking. An improved entrance road is 20' wide without curb and gutter, rather than 24' in order to minimize the need for tree removal, walls and grading. A bituminous 12' trail adjacent the entrance drive winds in and out of the woods to the parking lot and to the Southern power line corridor. The woods surrounding the center dump area contain an unimproved mountain bike utilizing existing trails, ridges, and slopes. The Southern most power line corridor is utilized as a trail connector between County Road 13 and Kliever's Marsh. Concept B Hillside City Park, as the bike park, includes mountain bike trails and provides a location for BMX biking in the City. The center dump site can be an open green area which in the future can be transformed into the BMX site. Provisions will need to be made now for quantity and location of the parking for the BMX and mountain biking. The woods surrounding the central green area will contain an unimproved mountain bike trail. Parallel to the entrance road, a 12' bike trail connects County Road 12 to the power line corridor south of the site. • • \\elkriver\sys\shrdoc\planning\stevewen\parkmmo\hlsd2.doc A • HILLSIDE PARK MAP KEY: 9 CLASSIFICATION: Area-Wide Park OWNER: City of Elk River ,DESCRIPTION: Hillside Park is an 80 acre parcel of rolling, wooded land located southeast of downtown Elk River about a mile.
