PRSR 07-08-1998 O" t City of Elk River Snowmobile Trail Proposal Presented by the River City Snow Riders To the City of Elk River Park and Recreation Board: • We are the "River Ci ty Snow Riders" snowmobile club. We have been in existence since November of 1997 and we are here to stay. Our current membership stands at 44, single and family, and growing. All of our members are local residents with a common goal to promote snowmobiling as a safe form of winter recreation for the entire family. How will the Community of Elk River benefit from a through city snowmobile trail system? ❑ Safe, controlled routes for snowmobile traffic. ❑ Controlled routes will help City and County law enforcement patrol local traffic. ❑ Marked trails will aide in safety. (stop signs, speed limits, crossings, dangers, etc.) ❑ Promotion of tourism. ❑ Support the local economy. (gas, food & lodging) Ease the tension between "Riders" and "Non-riders" by controlling unwanted traffic on private property. ❑ Direct access to local and county trails for Sherburne County Sheriffs Department. (no trailering) ❑ Access to and from neighboring communities. How will the River City Snow Riders help make this proposal work? ❑ Promote snowmobile safety. ❑ Provide labor to perform any litter and brush removal and removal of any other obstacles necessary to maintain a safe and eye pleasing trail. ❑ Provide and maintain all necessary signs and fencing for a safe trail. ❑ Increase public awareness. ❑ Provide a forum to voice local opinions at monthly meetings. ❑ Help maintain positive working relationship with local land owners. ❑ Provide detailed maps of trail system, free of charge. This proposal is very important to the City of Elk River and to the members of the River City Snow Riders. Our purpose is: o To promote snowmobiling as a safe and enjoyable form of "family" recreation. o To create a trail system to better access the Elk River area from all directions. Cr To work hand in hand with other area"Clubs" and "Trail Associations" to improve the public image of snowmobile users through education, special events, and practice of courteous snowmobile operation. o To work with local and state governments along with private land owners to encourage broader use of snowmobiles. o To become caring and responsible members of the • community. o To create lasting friendships within the "Club" and the community with people who have common goals for the sport of snowmobiling and similar interests.
