Attached for your information is some good news from the state regarding a
grant for paving of the railroad trail. After several years of receiving positive
verbal feedback on the city's trail paving proposal, Phil has finally been
successful in receiving some funds. The project limit was $100,000 and Phil
submitted a proposal for $98,000 to pave the trail from County Road 33 south
through the Oak Knoll complex. With or without a successful bond
referendum, plans call for the paving of the trail to be completed next spring
• following the water department's completion of its water treatment building
which is north of Meadowvale School. The water department uses the trail
as access to its well and building and will be paying for the second lift of
blacktop on this section of the trail in order to strengthen the surface to
handle heavy trucks.
As noted in the previous agenda item, this state grant will allow us to reduce
the outdoor park and trail component of the bond proposal by $49,000.

SUBJECT: DNR Cooperation for Trail Grant
On July 17, 1998, we received notification that the DNR awarded the city a
grant of$49,000 for improvements to the Oak Knoll and Railroad Trails.
This is a matching grant, so the city must also provide $49,000 for the
project. All work must be done by contractors and must be completed by
4/15/2000. Contract documents will be developed this winter and
construction will begin in May of 1999.
• This is good news for our trail system as well as for the bond referendum.

• Dear Mr. Hals,
Thank you for submitting your project for funding through the Cooperative Trail Grant Program. For
your information we received 42 requests for funding totaling approximately$1,750,000. As I
understand it, your project is for improvements on the existing railroad trail.
I am writing you to inform you that your project successfully passed the initial review by our staff and
was approved by the Legislative Commission on Minnesota Resources on July 15, 1998. You have been
awarded in the amount of$49,000. This will be reimbursed to you on a matching basis.
However,before we can proceed to contract, we will need some additional paperwork completed. You
will be sent the Cooperative Trail Grant Program Documentation Checklist which indicates what needs
to be completed. This is an important step to complete before the contract can be made. Please contact
us if you do not hear from us in the next couple of weeks.
Please remember that no receipts for reimbursement will be honored for your project that precede a
mutually agreeable signed contractual agreement that specifies the terms and conditions of project
reimbursement. In slightly different words, do not spend any money on this project that you expect
reimbursement for until you actually have a signed contract in front of you.
Please notify us immediately if you are unable to complete the project before April 15, 2000.
