SUBJECT: Hillside 5th Park
Considering the public opinions expressed at open mike on November 18,
1998, staff makes the following recommendations:
1. Make no changes in the Hillside 5th Park recommendation until other
park property is secured for this neighborhood.
2. Without referendum funds, plans for this park's improvements should
be moved to the bottom of the list.
3. Use available park development funds for neighborhoods that support
• park improvements.
4. Poll the Hillside park service area residents for input before any plans
are changed in the Comprehensive Park Plan.
Please come to the meeting prepared to discuss this issue and develop a
Commission consensus before inviting the neighborhood spokesperson to a
future meeting.

Dear Hillside Estates Resident:
In January 1998, the Elk River Park and Recreation Commission and the
Planning Department began, "Park of the Month," which is a process of
creating park concept plans for undeveloped park land for the purposes of
discussing park design issues and identifying possible improvements. The
concept plans reference the city Master Park and Recreation Plan which
outlines goals and objectives for park land.
As the concept plans have been created, the Park and Recreation Commission
have invited neighborhoods to review the concept plans. The Hillside Estates
Fifth Addition Park concept plans were created in March and the
neighborhood was invited to review them on April 8th. At that meeting,
approximately 10 residents were in attendance and the comments regarding
the concept were favorable and supportive.
At the November 24, 1998 Park and Recreation Commission meeting, several
residents of Hillside presented a petition with 41 signatures and spoke in
opposition to the concept which included playground equipment and
basketball court.
Presently, the concept design for the Hillside Estates Fifth Addition Park will
remain unchanged until the city has secured other park property for the
neighborhood or funds to appropriate towards park improvements. At that
time, the city will again assess the need for park improvements and will
refine any park plans. The neighborhood will be informed and included in
the process to further refine or change park plans. The Park and Recreation
Commission have accepted the petition in opposition to the present concept
plan for Hillside Estates Fifth Addition Park as public record.
