Subj: Request for Commission endorsement to attend American Planning Association
National Conference(San Diego, April 5-9). Also, endorsement to approach
City Council for partial financial support to attend Conference

I am requesting the endorsement from the Commission to both attend the APA National
Conference, and to approach the City Council for financial support in the amount of
$375 to cover the conference registration fee, plus $87 to cover the cost of 3 park
related workshops. The total requested is $462. I will pay my own airfare and food
costs. Since my wife will also be attending representing the Planning Commission, I anticipate
that I can room with her. Again, the total requested from the Council for my portion is $462.
The 3 workshops I wish to attend are as follows:
1. 4 hr workshop on Balboa Park: one of the largest urban parks in the US.
Workshop focuses on enhancing the park while accommodating growing
demands for its use.
2. 3 hr workshop on Mission Bay Park, described as a 4000 acre world class
aquatic resort and recreational destination. Workshop focuses on sludge
drying, commercial development and residential use in state tidelands.
• 3. 4 hour workshop on Mission Trails Regional Park, described as a 5000 acre
regional open space located in single-family neighborhoods in central San Diego.
Workshop focuses on how open space and recreational desires were balanced with
land-use and transportation issues.
In addition, I hope to attend the following park related sessions:
1. Open Space through limited development: session describes how open space
is preserved through the use of little or no public funds.
2. Planning and Preservation of Cultural Landscapes, session focuses on how
significant landscapes are defined and incorporated into overall planning.
3. Walkable Communities, session pays attention to links, passages, gateways, walkable
spaces, and public spaces with the goal that they are robust and safe places for
all members of the community.
It is my intention to share all relevant information gathered at the Conference with the Parks and
Recreation Commission and with city staff in a timely fashion. Thank you for your consideration
