MEMORANDUM ty of .lk�, T • River TO: Park & Recreation Commission FROM: Steve Ach, City Planners DATE: May 14, 1997 SUBJECT: Request for Preliminary Plat of Trott Brook Farms (CPDC) Issue The Park & Recreation Commission is asked to consider the park dedication requirements for the proposed preliminary plat. Overview This preliminary plat has been submitted to the Park & Recreation Commission at two earlier meetings. From those earlier meetings, the • developers have modified the plat to try and create a 4 - 6 acre centralized park for the development of this first phase of eastern Elk River. Attached is a preliminary plat drawing of the entire 300± acre property. Included on the plat is an area labeled Outlot C which is intended to be a park as previously discussed with the Commission. In addition, there is also an Outlot D and E which are primarily wetland areas with some isolated upland knobs that the developer has proposed as park dedication at previous meetings. As the Commission has done in the past, any wetland areas dedicated to the city for park purposes should not be given credit towards the park dedication requirement. These areas are unbuildable and although they have a natural and open space value, they do not provide the lands necessary for actual park development. Also attached is a sketch drawing prepared by Westwood Engineering of Outlot C and how it could ultimately be developed. The plan labeled Park Concept Plan A illustrates an open play field, a tot lot, picnic areas and general open space. The open play field would require the fill of some wetlands along its southwest edge. As previously presented to the Park & Rec Commission, the plat will also include a pedestrian system of sidewalks along those streets within the plat envisioned to carry slightly more traffic than the other local streets in the • development.
