SUBJECT: Joint Meeting with the Planning
Commission
There is no back up information being provided for the joint meeting with the
Planning Commission at this time. If any of the Commission members
anticipate the need for back up information at the meeting or have questions
prior to Wednesday night's meeting, please feel free to call me at 441-4902
and I will make sure to have the information available for the joint meeting.
• Also on the agenda is the Trott Brook Farms planned unit development. The
developers will once again be in attendance at the Park and Recreation
meeting Wednesday night. Both staff and the developers thought it would be
beneficial to take the opportunity of having the Planning Commission and
Park and Recreation Commission together and present the most current
plans as they are moving forward through the review process. Two of the
Planning Commission members were absent from the last Planning
Commission meeting, therefore, this opportunity on Wednesday night would
give them, along with the other Commission members, an opportunity to
speak to the latest changes that have been made to the development plans.
In closing, I will also be in attendance at Wednesday's meeting to answer any
questions the Commission may have regarding the topics outlined on the
agenda as well as the Trott Brook Farms planned unit development.

SUBJECT: Consider Ordinance Adopting Official
Map
At the October 6, 1997, meeting, the Council reached concurrence on an
official map and street corridor in the eastern part of Elk River. At this
meeting a resolution was approved directing staff to prepare an ordinance for
City Council consideration which officially mapped a new street alignment
between County Road 13 and 171St Avenue.
• The city attorney will have the very brief official map ordinance available for
distribution at the City Council meeting. If the Council is comfortable with
this proposed ordinance then the ordinance should be read at the meeting
and adopted.

CITY OF ELK RIVER
AN ORDINANCE ADOPTING AN OFFICIAL MAP OF PROPOSED
STREETS WITHIN THE CITY OF ELK RIVER
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. Findings of Fact.
a. The City of Elk River Planning Commission, on February 15, 1996, adopted
and recommended for approval by the Elk River City Council the City of Elk
River Comprehensive Transportation Plan, dated November, 1995.
b. The City of Elk River Planning Commission and City Council have adopted
a Comprehensive Plan for the City of Elk River, dated December 18, 1995.
c. The City Council of the City of Elk River adopted, in May, 1997, the East Elk
River Urban Service Area Planning Study.
d. The November, 1995 Transportation Plan, and the May, 1997 Planning Study,
• identify the need for a new collector street in the East Elk River Area from
171 `Avenue North to CSAH 12, and relocation of CSAH 13 to align with the
new collector street.
e. On October 6, 1997 at 6:00 p.m. the Elk River City Council, pursuant to duly
published notice, held a public hearing on a proposed Official Map of the
proposed new streets, at which time all persons desiring to be heard were
given an opportunity to be heard.
Section 2. Adoption of Map. The map which is attached hereto, and which is hereby made a
part of this ordinance by reference, showing existing streets, proposed future streets,
the area needed for widening existing streets, and the location of existing and future
public streets within the City, is hereby adopted and designated as the Official Map
of the portion of the City shown on the map. The proposed future streets described
on such Official Map are as follows:
Proposed construction of 1.25 miles of new high-density collector street from 171'
Avenue North to CSAH 12 and proposed relocation of 0.5 mile of CSAH 13 to align
with the proposed collector street at CSAH 12.
Section 3. Publication. The city clerk is hereby authorized and directed to publish this ordinance
• and map in accordance with law and to file a certified copy of this ordinance and map
in the office of the Sherburne County recorder.
Passed and adopted by the City Council of the City of Elk River this 20th day of October, 1997. •

As the construction season is coming to a conclusion, it is appropriate for the
City Engineer to update everyone on the status of various public and private
construction projects.
Publicly initiated projects include the following:
• Simonet Drive and Highway 10
110 • County Road 1/Proctor Avenue and Highway 10
• County Road 1 (County Project)
• Macon Street and Riverview Drive
• Joplin Street south of County Road 30
• Highway 169 (southbound) road and safety (fencing/lighting) project
• Highway 10 resurfacing (State Project)
• Lowell Avenue
• 197th Avenue/TH 169 Signal
• Upland/TH 10 Signal
Private developer initiated projects that are currently under construction
include the following:
• Elk Run (senior citizen project along Jackson Avenue)
• LaFayette Woods (south of the Ridgewood subdivision and west of
Proctor Avenue)
• Cherrywood Hills (south of LaFayette Woods)
• Hillside Estates 6th and 7th (east or Menards)

projects.
