Philip Luitjens
Background/Discussion
After a thorough recruitment and selection process consisting of physical ability testing and interviews,
the aforementioned individuals are presented to join the ranks of the Elk River Fire Department as
probationary on-call firefighters. The most recent recruitment had 18 applicants, of which 14 were
interviewed. Seven candidates moved forward from the background checks and completed their medical
screening.
Upon approval, these seven probationary firefighters will begin the Elk River Fire Academy, an in-house
training program that will prepare them for state certification testing. Modeled after a similar program in
Anoka County, the program is designed to teach not only the fundamental skills of firefighting but will
also cover topics such as pride/honor, local governance, county operations, and other pertinent skills.
Once the probationary firefighters have successfully completed the requirements of the academy and
their probation period, the graduates will be administered the Oath of Office and will receive their
badges.
Financial Impact
Probationary firefighters will be compensated $8 hour in accordance with the city’s pay plan, until
August 01, 2015, when an increase to Minnesota’s minimum wage will be implemented. On August 01,
2015, their pay rate will be adjusted to $9 hour.
