Action Requested
Approve, by motion, the contractors listed below for the Council Chambers upgrades project.
Background /Discussion
The 2015 -2019 Capital Improvement Plan (CIP) includes three projects for 2015 in the Council
Chambers area.
1. Install ADA- compliant, handicap- accessible doors to the Council Chambers.
2. Repair /separate HVAC system.
3. Install Elk River signage behind Council dais.
Having ADA- compliant doors would help meet compliance standards and allow visitors easier access
with the doors during meetings. The HVAC and humidity controls have not been operating correctly
and are in need of repairs. Since all Council meetings are broadcast, having the city name prominently
displayed would provide a stronger identity and add city branding to the room.

Financial Impact
The 2015 budget for the project is $30,700 and the cost of the project is $29,704. The project is within
budget and the difference will remain in contingency if any issues come up on the HVAC project.
As previously indicated during CIP discussions, the city receives Cable Franchise Fees from the Cable
Commission to fund technology and Council Chambers upgrades.

Justification
The Council chambers are one of the most used spaces for the public in the city. Having ADA doors would meet compliance standards. All
Council meetings are broadcast and having the City name in the background would provide a stronger identity and bring city branding into the
room. The HVAC and humidity controls are not operating correctly and need repairs.
City has received franchise fees from the cable commission to be used for technology and council chamber upgrades.
