Broadway Monticello, MN 55362 ' RE: ELK TERRACE ' Elk River, Minnesota Utility Connection Dear Brad: An on-site meeting was conducted this January 1993 at the project site by'the General Contractor, Meide & Sons and sub-contractor, Roalstad Construction, Buffalo, Minnesota. IIMr. Roalstad was the utility contractor for Bituminous Consultants, Inc. who contracted all of the city improvements. He also serviced all utilities into Elk Terrace. Mr. Roalstad was directed by the City of Elk River Public Works Department to excavate and cap utilities where the city directed him to dig using the as-built Drawings. After excavation, no utilities were found and the holes were filled and compacted and the first lift of blacktop patched. The service was to exist at the main. However the service did not exist on the location spotted. Thus, all cost to excavate and repair to street was caused to be done in vain. The service was later located across the street and killed at the main.
