4 . ANNUAL MEETING ITEMS
In accordance with the HRA by-laws, the second Tuesday of
January has been designated as the Authority's annual meeting
date. An election for the following offices are required at
the annual meeting:
- Chair
- Vice Chair
- Secretary
Below is the HRA's 1992 Slate of Officers :
- Chair, Dick Hinkle
- Vice Chair, Duane Kropuenske
- Secretary, Larry Toth

Official Newspaper: The HRA's official newspaper is the Elk
River Star News. It is in order to redesignate the Elk River
Star News as the HRA's official newspaper.
Official Depositories: At the HRA's 1992 annual meeting, the
Commissioners adopted the practice of designating the same
depositories used by the City of Elk River. The Elk River EDA
also adopted this practice. In 1993, the Elk River City
Council designated the following banks as its official
depositories for City funds:
- The Bank of Elk River
- First National Bank of Elk River
- Metropolitan Federal of Elk River
- Primevest ( formerly Bankers Systems Investment Centers)
- Merrill Lynch
- Prudential Bache
- Shearson Lehman Hutton
- Norwest Bank
- Dain Bosworth
- Paine Webber
Following past practice, it is in order to designate the
411 above-referenced banks as depositories for HRA funds in 1993.

Executive Director: Patrick Klaers is the current HRA
Executive Director; neither Minnesota Statutes nor the HRA
by-laws require the reappointment of this position on an annual
basis . Therefore, it is in order to retain Patrick Klaers as
the Executive Director without a formal vote.
Review By-laws: The annual meeting also provides an
opportunity to review the HRA's by-laws and to suggest any
changes. A copy of the by-laws has been included in the agenda
packet.

Johnson.
