SUBJECT: 193rd Avenue Trail Corridor
As you may know, the City Council recently voted to close 193rd Avenue
between Proctor Road and County Road No. 1 to vehicular traffic. The
planning department would like to attend the September 10th meeting of the
Park & Recreation Commission to discuss trail possibilities and plan concepts
for this corridor.
Included is a report to the City Council regarding the closing of 193rd. This
• should provide some background information for the Park & Recreation
Commission.

and County Road No. 1
Issue
Consider Resolution No. 97-_, authorizing the closure of 193rd Avenue to
through traffic between Proctor Avenue and County Road No. 1.
Background
• The status of 193rd Avenue has been discussed with the Council along with
the development plans for Lafayette Woods and most recently, Cherrywood
Hills. Both of these developments have been designed with no access to 193rd
Avenue; rather, have access points onto Proctor Avenue and County Road No.
1.
The area between County Road No. 1 and Proctor Avenue lying south of 193rd
consists of three property owners. Each of these property owners have access
to their property by way of either County Road No. 1, Upland Avenue or
Proctor Avenue. To be consistent with the County's goal of minimizing access
points onto the county road, all of the properties should have the opportunity
to gain access by some other means than County Road No. 1. The one
property which may rely most heavily on the need for 193rd Avenue is the
middle property currently owned by Mrs. Carton. As part of the Cherrywood
Hills preliminary plat, the Rush Street cul-de-sac was extended all the way
south to connect with 193rd. If Mrs. Carton is ever to develop her property in
the future, this cul-de-sac could be extended, providing the necessary access
to her property without having to use County Road No. 1. In the future, if
the adjacent properties to Mrs. Carton require reconstructing a portion of
193rd to develop their property, this certainly could be done and still preserve
the integrity of a pedestrian trail and keeping 193rd closed to through traffic.
• As staff has pointed out in earlier discussions, the condition of 193rd is poor,
given the amount of traffic that currently utilizes the street as a cut-through.

• Therefore, the best long term transportation pattern would to be encourage
the use of Proctor Avenue south to County Road No. 1 where signalization is
ultimately planned.
Pedestrian Trail
Attached are two plans identifying the pedestrian system within about a mile
radius of the 193rd Avenue corridor. Also, an attached plan shows the detail
of how 193rd Avenue could be converted to a trail corridor between Proctor
and the main city trail which divides the Lafayette Woods development and
Meadowvale Elementary School.
The utility improvements to serve Cherrywood Hills subdivision will most
likely involve the extension of sanitary sewer west of the plat to the main
trunk line located within the city's main trail (i.e., old abandoned railroad
right-of-way). The Lafayette Woods development may also have to use a
portion of 193rd for storm sewer improvements. Given these two utility
improvements within 193rd, it seems appropriate the restoration work after
the utilities are installed include the construction of a bituminous trail and
adequate seeding and/or sodding in place of the current roadway. This would
probably be the most appropriate time to officially close 193rd to through
• traffic. Some type of treatment at the intersection of 193rd and Proctor will
need to be completed to clearly identify the road being closed to vehicle
traffic. This treatment may include some earth berming along with some
planting to clearly identify the closure of the street to through traffic.
Recommendation
It is recommended the City Council approve Resolution No. 97-_, closing
193rd Avenue between Proctor Avenue and County Road No. 1 to through
traffic.

II/ CITY OF ELK RIVER
RESOLUTION NO. 97-
A RESOLUTION AUTHORIZING THE CLOSURE OF 193RD AVENUE TO
THROUGH TRAFFIC BETWEEN PROCTOR AVENUE AND COUNTY
ROAD NO.1
WHEREAS, the Elk River City Council has reviewed the transportation plan
for this area and determined 193rd Avenue between County Road No. 1 and County
Road No. 77 is no longer necessary; and,
WHEREAS,the long term transportation system will operate more efficiently
and safely by closing 193rd Avenue to through traffic by directing traffic along
County Roads to controlled intersections;and,
WHEREAS, the condition of 193rd Avenue is in need of repair to support the
traffic currently using the roadway;and,
WHEREAS, the properties lying north of 193rd Avenue are able to access
Proctor Avenue or County Road No. 1 without the need for 193rd Avenue; and,
• WHEREAS, the properties lying south of 193rd also have frontage onto other
roadways where access may be gained;and,
WHEREAS, if the properties lying south of 193rd Avenue present a
development plan requiring the re-establishment of a portion of 193rd Avenue, the
City Council will give full consideration to the request as part of the development
plans.
WHEREAS, the City will retain the right-of-way or easements for roadway
purposes in case portions of 193rd need to be re-established in the future.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Elk River 193rd Avenue between Proctor Avenue and County Road No. 1 be closed
to through traffic and converted to a pedestrian corridor by installing a bituminous
trail.
PASSED by the City Council of the City of Elk River this 18th day of August,
1997.
