TO: Park & Recreation Commission FROM: Steve Ach, City Planner;4z& DATE: September 10, 1997 SUBJECT: Consider Park Dedication Requirements for a Proposed Concept Plan by Royal Oaks Realty Overview Royal Oaks Realty is considering developing a 40 acre parcel lying north of Highway 10 and immediately east of Custom Motors auto salvage yard. The property has some unique characteristics, in that approximately 25 acres lies south of the Elk River and the balance is either part of the Elk River or lies • just immediately north of the Elk River. The northerly 15 acres is probably undevelop able because of the flooding conditions that occur with the fluctuation in the river, as well as accessibility to the property. The Park & Recreation Commission may want to discuss if there are any park interests for this property along the Elk River. The Master Park and Recreation Plan identifies a need for a neighborhood park in the vicinity of the proposed development (see attached map of Park Service Area and description of Park Service Area#2). Again, the Park and Recreation Commission may want to discuss the park land needs for this area and if any park land should be dedicated as part of this proposed plat. SERVICE SUMMARY: An additional neighborhood park has been identified in this area,which will be needed if the area receives urban services and the population intensifies. It is possible that Oak Knoll Park could serve some of the neighborhood park needs of this area. Nijitit PARK SERVICE AREA NUMBER 2 DESCRIPTION: • PSA Number 2 is fairly undeveloped.oped. It is defined by the Elk River and Lake Orono to the north and Highway 10 to the south. EXISTING PARK AND RECREATION LAND: None SERVICE SUMMARY.
