SUBJECT: Agenda Memo for the April 12, 1995,Meeting
6. Windsor Development-Lafayette Woods Plat
This is the plat of the Brady property that has been presented to the Park and
Recreation Commission twice before by Ron Bastier. A copy of the preliminary
plat map and drainage and grading plan are included in the agenda packet. A full-
sized preliminary plat will be available at the regular meeting for the
Commission's consideration. Park dedication will be met with property as per a
previous agreement with Mr. Bastier. The preliminary plat will go to the Planning
Commission on April 25, 1995, for their review.
• 7. Lindquist/Mastley Developers- Weatherwood Plat
This plat is approximately 60 acres that will be subdivided into 21 single family
lots. Since this area is zoned for 21/2 acre lots and not shown to contain a
neighborhood park on the park plan, staff recommends that cash park dedication
fees be accepted. This preliminary plat will also go before the Planning
Commission on April 25, 1995. A copy of the plat is included in the packet.
8. Grant Application for Property Purchase Under Minnesota DNR Natural and
Scenic Grant Program
As Commissioners will recall, the Grant application by Mike Niziolek was
discussed at the meeting on 3/21/95. Mr. Niziolek is requesting City support for a
state grant to purchase 25 acres of wooded property north of Ridgewood Estates
and east of Woodland Trails Park. It is my understanding that this grant is a 50/50
match so that if this grant were to be successful, one consideration will be the
funding source for the City's portion of the matching funds. Please come
prepared td discuss this and other issues that might affect this possible purchase.

• 9. Consider Park Capital Improvements For 1995
Attached is a list of Park improvements for 1995. The first list identifies nine
projects that were recommended for funding last year, but were not completed.
Those nine will be scheduled for 1995 plus approximately $27,00.00 worth of
items from the second list. The items are listed by park, but there is no priority
intended in the way the projects or parks are recorded.

• Finish Walkways and handicap access to playground equipment 1,000.00
• Extend Orono Trail form Orono Park to Orono Parkway on the
east side of the softball complex. 2,700.00

• 10. Park Reservation Update
Enclosed in this agenda packet is a letter to me from Kristy Mansfield, City Hall
Receptionist,that deals with park reservations. She brings up some valid
concerns. One other issue that should be considered is possibly having a City
employee on duty on Saturdays and Sundays for park related items. Please come
prepared with your thoughts and concerns for discussion of this item.
11. MnDOT Planting Partnership Update
The MnDOT Planting Partnership is moving forward and the target date of May
6, 1995, has been set for the actual planting. There is much preparation, and that
is also moving forward. We plan to use six planting teams of ten members each
and, at this time, we have two teams signed and two tentative. I will have a verbal
update on this item at the meeting.
12. Soccer Field/Baseball Field Update
The need for additional play fields is a growing issue. One temporary solution is
to offer two to five fields near City Hall. Staff continues the search for property
and will have a verbal update for the Commission at the April 12 meeting. No

other area community seems willing to offer to build and maintain fields in their
jurisdiction. Your input would be most welcome.

13. Consider Uses for EDA Site/Jackson Square
The issue of uses for the EDA site has come up and I would like to set forth some
type of guidelines before the Riverfront Corridor Committee completes their
project:
1. What type of activities should be permitted?
2. Who should schedule activities?
3. Are deposits required?
4. What other concerns do you have?
Enclosed in this agenda packet is a memo from Bill Rubin regarding Jackson
Square and, in particular,the issue of the"Community Theater" sign. This sign
has become an eyesore and since Jackson Square is technically a park, it would be
appropriate for the Park and Recreation Commission to comment on Mr. Rubin's
suggestions and to add you own suggestions as well.
14. Woodland Trails Park Update
I will have maps to hand out at the meeting with the latest proposed trail
• improvements and a verbal update of the 1995 construction schedule.
