Box 490 13065 Orono Parkway Elk River, Minnesota 55330-1743 RE: Proposal for Trail Planning/Design Concepts Dear Mr. Hals: Thank you for the opportunity to submit this proposal for trail planning and design. It is based on our understanding of the project from discussions we had on the trail on 16 August 1995. We • understand the following: • that the project area is the trail from Oak Knolls Park to County Road 33. • that the focus should be on creating appropriate concepts to guide the development of the trail, not on a detailed plan. • that the City's intent is for the consultant to provide direction, within a limited budget, and that the City will be responsible for refining and implementing the trail concepts. • that the Park Board desires to participate in this process. Within that understanding, Hoisington Koegler Group Inc. proposes to perform the following: 1 Tour the project area, recording significant features, opportunities, constraints and other information about the trail and adjacent areas. 2 Identify key relationships between the trail and developed or undeveloped land along the trail,especially for areas likely to be developed in the near future. 3 Generate concepts for developing the trail,including trail sections, pavement type and width, entry points and intersections, signage,planting concepts and buffering, and other • potential trail features. 7300 Metro Boulevard,Suite 525,Minneapolis,Minnesota 55439 (612)835-9960 Fax(612)835-3160 Mr. Phil Hals 21 August 1995 Page 2 4 Meet with Park Board to review trail design concepts. The City of Elk River will be responsible for providing base map information(aerial photographs, trail maps, park plans, and other information showing the extent and nature of the trail area). HKGi would also like to have information about pending or likely development along or near the trail, as this may direct the development of certain aspects of the trail. It might be useful to have you or another person familiar with the area available to participate on the tour of the trail area. It might be useful to have the trail marked with station points or some other reference point. This will help us to understand where we are along the length of the trail during our investigation, to reference key ideas on a plan to the actual trail, and to help Park Board members find their way through the plan if they decide to do some of their own investigation. The product of this work will be a plan and supporting drawings that illustrate the concepts for the trail. The drawings will be sketches, with the emphasis placed on the ideas, not on the quality of • the drawing. HKGi proposes to perform the work described above for a fee of$1100 to $1300, not including expenses. Expenses would be minimal -- about$100-- and would include the following: mileage to Elk River for the tour and one meeting;photography; and drawing reproduction. We would perform all work on an hourly basis not to exceed that amount. We can begin the work as soon as this proposal is approved and we receive base information.
