SUBJECT: Review of Revised Master Park Plan
Included with this memo, is an updated version of the Master Park Plan.
Through the numerous meetings we have had regarding this subject, since
July of 1993, the revisions to the various sections of the Master Park Plan
have been thought through quite well. We are ready to finish this task.
Staff is hoping to get through the park and recreation commission's review
and approval of the revised Master Park Plan at Wednesday night's meeting.
The park plan will then be included in the Planning Commission's and City
Council's public hearings on the city's comprehensive plan in October and
November. Please come to your meeting prepared!
• The following comments should aid you in your review:
Section A
1. Goals and Objectives- Page 5
The revised goals and objectives have already been reviewed
and approved by the Park and Recreation Commission at their
September meeting.
Section B
1. Table B-1.4 "Park Facilities" - Page 12
Review this table closely for accuracy
2. Table B-3.3 "Classification List" - Page 75
The following changes were made to this table:
a. Play Lot
• - The name mini park/play lot was reduced to just play lot
13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • (612) 441-7420 • Fax: (612) 441-7425
b. Neighborhood Park
- The most significant changes to the classification system
for parks was to the neighborhood park classification.
They are now proposed to serve 1,000 people, they are 2
to 4 acres in size versus 5 to 25 acres, and they are only
located in the urban area of Elk River.
c. Athletic Complex
- The name community playfield was changed to athletic
complex so it would not be confused with community
parks.
3. Table B-3.4 "Athletic Facilities"- Page 76
Please review this table closely.
Section C
Proposed Park System- Pages 78-99
Within this section is the logic for the proposed future parks and park system
in Elk River. Staff feels we have reflected in this section the Park and
Recreation Commission's ideas, however, you will want to review this section
• closely.
1. Park Service Areas (PSA) - Page 78
You will note in the revised park plan, that 3 pages were left
blank in this section. Staff is trying to anticipate additional
park service areas once the council ultimately defines the urban
service area. You will recall that the urban service area is
divided into park service areas. Attached is a map showing
what staff feels will be that ultimate urban service area with
proposed park service areas defined. The following comments
relate to those newly defined park service areas:
a. Park Service Area No.23
This is an existing PSA which staff is proposing to
enlarge and shift the proposed neighborhood park to the
east, to be more in the center of the newly defined
boundary. Staff used Trott Brook as a dividing line on
the east side of this PSA.

b. Park Service Area No.24
+ This existing PSA is defined by definite physical barriers.
�I Staff is proposing that the boundaries remain the same.
The Park and Recreation Commission may wish to switch
the numbers 24 and 25 around so they follow a more
logical order.
c. Park Service Area No.25
Staff recommends that this existing park service area is
enlarged. We still recommend that the development of
Hillside Park serve the neighborhood park needs in this
PSA.
d. Park Service Area No.26
This PSA is virtually all commercial and staff does not
recommend an additional neighborhood park.
e. Park Service Area No.27
This park service area will have residential development
• and staff recommends the establishment of a
neighborhood park, unless an area wide park is developed
in this area which serves neighborhood park functions.
f. Park Service Area No.28
This park service area is entirely commercial and
industrial. Staff does not recommend a neighborhood
park for this PSA.
g. Park Service Area No.29
This PSA will receive residential development and staff
recommends a neighborhood park centrally located in it.
h. Park Service Area No.30
This park service area will receive residential
development, however, staff recommends, as is the case
with PSA No.25, that the neighborhood park needs of
PSA 30 can be met by the development of Hillside Park.

i. Park Service Area No.31
This PSA will receive residential development and needs
a neighborhood park. A possible location for a
neighborhood park is adjacent to a lake in this PSA that
was created by gravel mining.
2. Area Wide Parks- Page 98
There are four area wide parks proposed in the revised Master
Park Plan. One in the northwest area (possibly a tamarack
swamp), one in the northeast area (possibly Eagle Lake), one in
the south central area (possibly Houlton's farm), and one in the
southwest area (adjacent to the Mississippi River). Since the
rural areas of the city will not have neighborhood parks, staff
feels that it is important that area wide parks be established in
the northwest, northeast, and southeast corners of the city so
they are not void of parks.
Section D
Proposed Trail System
1. Pedestrian and Bicycle Trails- Page 101
•
Staff is proposing language that legitimizes widened shoulders
be used for trails in the rural areas, at least temporarily. Also,
tying into the regional trail system along the Mississippi River,
is emphasized.
2. Parkways- Page 103
Staff recommends that the parkway loop that was proposed in
the original master park plan be deleted. We feel it is
unrealistic that it would ever be accomplished.
3. Snowmobile Trails, Equestrian Trails, and Overhead Powerline
Corridors- Pages 104 and 105
Staff feels we should consider using utility corridors to
accommodate these types of trails, especially the NSP power line
as an east/west snowmobile corridor instead of County Road 33.

Section E
Comprehensive Park System Plan- Page 107
This map as well as all of the rest of the maps that will be included in the
master park plan, have not been developed yet. The comprehensive park
system map will be an 11 X 17 colored map. Staff will also have larger
colored versions of this map developed.
Section F
Implementation- Page 108
The greatest changes to this section are found under General Priority Areas,
starting on page 109. Staff feels that we have accurately reflected the Park
and Recreation Commission's priorities, however, you will want to review
this section closely.
Section G
Appendix- Page 118
In this section, staff lists the various ordinances and resolutions regarding
• park and recreation. However, we felt that including the actual ordinances
and resolutions was a waste of space and deleted them. Staff also deleted
specific park development plans from this section. The Master Park Plan
would otherwise have to be amended every time a special park development
plan was changed. Staff is also recommending that a new community survey
be conducted.
Park Names
Most of the park names are either well established, like Moldenhauer Park,
or are descriptive of a location such as Deerfield 4th park. Staff does not
propose that these names change. However, there are some park names that
the Park and Recreation Commission should consider changing. They
include, Oak Knoll Park, which gets confused with Oak Knoll Athletic
Complex, Orono Parkway Park, which, once developed as a park, will be
confused with Orono Park, and Shiely Park. The only recommended name
change that staff has is that Oak Knoll park be called Harris Island Park, in
memory of Bob Harris who dedicated the land.

Cover
• Staff recommends that the Park and Recreation Commission comes up with
an idea for a re-designed cover for the revised Master Plan so it does not get
confused with the original.
Typo's
Identifying typo's in the draft Master Park Plan will be appreciated
Summary
Staff feels that this is a good draft of the revised Master Park Plan and
thanks the Park and Recreation Commission for the many hours put into
thinking the revisions through. Further, we recommend that you do not get
to wrapped up in trying to predict the future and making a perfect plan.
This plan is not a stagnant document and is meant to change as
circumstances change. We look forward to meeting with you Wednesday
night.
