Preliminary Plat for Ridgewood Hills- Case No. P 95-9
This preliminary plat is located just west of Jarvis Street along the 216th
Street alignment. It is a plat within the A-1 (Agricultural) District, where
either 10 acre minimum is required or a density of 4 per 40. The project area
is 110 acres in area which, according to the density, would allow 11 single
• family lots.
Action Requested
The Park and Recreation Commission is asked to make a recommendation on
the park dedication requirements for this proposed preliminary plat.
Preliminary Plat for Oak Creek Estates- Case No. P 95-8
This proposed preliminary plat is approximately 17 acres in size and consists
of 41 single family lots. Access to the plat is off of County Road 1 with
connections to other residential streets being made to the north and south at
a later time as those parcels develop. Staff discussed with the developer the
possible need for a trail corridor through the plat to complete the connection
from Meadowvale Heights to the City railroad trail. The developers are
illustrating a 20 foot corridor along the south side of their property which
could be used for trail purposes. This corridor would line up with the trail as
it leaves Meadowvale Heights at the northeast corner. Upon further review,
it appears to be more appropriate that any trail crossings of County Road
No.1 occur at identified intersections to further ensure safe crossing of
pedestrians. Therefore, the trail leaving Meadowvale Heights could follow
County Road 1 south to the proposed access to the plat and proceed east
• along a future road alignment. This alignment would ultimately hook up

with the City's sewer and water easement, extending further east to
Meadowvale school property and ultimately the City trail. This corridor may
provide for the most logical link. The wastewater treatment supervisor had
no problem with a trail occurring within the drainage easement; in fact,
expressed some benefits of the trail as a means of access in the event any
service needed to be performed on the sanitary sewer line.
Action Requested
The Park and Recreation Commission is asked to consider the park
dedication needs for this preliminary plat and if the trail corridor does not
directly impact this plat, the Commission should continue to consider the
ultimate plan for the trail extension from Meadowvale Heights toward the
City trail.
Concept Plan for New Commercial Development North of Sax Foods
Staff has been meeting with the developers proposing to extend the
commercial development north of Sax Foods along Highway 169 between
193rd and 197th. This development will include approximately 266,000
square feet of commercial space along with the extension of a frontage road
• and other necessary road improvements to serve the development. The
commercial development as proposed will require some modifications to the
residential plans for Hillside Estates that were presented to the Park and
Recreation Commission a couple years ago. With this commercial project, the
Park and Recreation Commission should re-evaluate the park, trail and open
space needs for this entire planned unit development (Hillside Estates). The
developers will be in attendance at Wednesday night's meeting with a large
working drawing of the development, along with the new commercial
development to discuss park requirements and trail connections throughout
all of Hillside Estates.
Requested Action
The Park and Recreation Commission is asked to consider the revisions to
the Hillside Estates Planned Unit Development and new commercial project
to formulate some recommendations on park dedication and identify
necessary trail corridors that can be incorporated with the proposed planned
unit development.
