9. Discussion on Flower Plantings
Jane Patten and Mary Thompson have approached me with plans and
recommendations to plant some perennials and annual flowers in four
different areas. The prices quoted include the plant materials and
labor for planting and maintenance. The street/park department staff
would supply topsoil and preparation work.
a. Chamber Site - The proposed planting bed would be in the mid
level of the retaining wall on the east end of the Chamber
• parking lot, 265 square feet with about 100 perennial plants and
50 annuals for a cost of$1,190.
b. Jackson Square - The proposed planting bed would be in the sod
area between the Highway 10 sidewalk and the north parking
stalls; 160 square feet with 50 perennial plants and 50 annuals
for a cost of$890.
c. EDA Site - Planting would be done in three wooden barrels (cut
in half) with annual plants for a cost of$175.
d. City Hall - Planting would be done is a 4 foot radius around the
flag pole in the front court yard area with about 25 perennials
and 10 annuals for a cost of$365.
I would recommend that the Park and Recreation Commission consider
doing all of these sites as a step toward city beautification. Once some
flower beds are established, volunteers may come forward to maintain
them in future years.

• 11. Update on Woodland Trails Park
On the weekend of April 27-28, vandals did some minor damage to the
park, mainly in the form of broken gates, broken glass on the parking
lot, and damage to the pay phone. Attached you will find a copy of a
memo to Police Chief Tom Zerwas requesting more police patrols in the
parks. At a recent Park and Recreation Commission meeting, the
telephone in the park was described as an attractive nuisance. I
contacted the telephone company and was told that the phone cannot
be made to accept 911 calls only, and that there is a $71.00 fee to
convert the phone to outgoing calls only.
The remaining dirt work along the entrance road and the parking lot
will be scheduled for the end of May or first part of June depending on
available fill dirt from another project. The hiking trail edge
restoration and signing will be scheduled as soon as the soil conditions
allow work to be done without damaging the bituminous surface.
