Ach, City Planner DATE: October 9, 1996 SUBJECT: Consider Preliminary Plat by John Hitchcock (Island View 4th Addition) This plat was previously reviewed by the Park & Recreation Commission (see attached minutes). Based on discussions that took place at the Planning Commission meeting, the Park & Recreation Commission may want to review this plat once again and either make the same recommendation or modify the recommendation for the Planning Commission to consider. The discussion at the Planning Commission meeting involved the developer's concern with dedicating Lot 5 as park land and would rather consider dedicating the land closer to Lake Orono (Lot 7) to satisfy the park dedication • requirements. There were also several residents at the meeting and opposed the extension of Island View Drive to connect with 191st Avenue in Belgin Acres. If Island View Drive is to cul-de-sac as proposed on the plat, the Park & Recreation Commission may want to discuss any needed trail corridors to provide access to the park land from those adjacent neighborhoods. Ach, City Planner DATE: August 7, 1996 SUBJECT: Preliminary Plat Request by John Hitchcock for Island View 4th Addition Mr. Hitchcock is requesting preliminary plat to subdivide approximately 18 acres into 9 single family lots. The property is located at the west end of Island View Drive and extends north along the west edge of Belgin Acres. This area is within the urban service district; however, allows the subdivision of land into a minimum of 1 acre lots prior to the availability of water and sewer. According to the Draft Comprehensive Park and Recreation Plan, a • neighborhood park has been identified for this general area. Please refer to the attached information to assist you in determining the park dedication requirements for this development. PSA Number 7 is bordered by County Road 35 on the north and Lake Orono on the south. EXISTING PARK AND RECREATION LAND: None. SERVICE SUMMARY: The neighborhood park needs of PSA Number 7 need to be met by the dedication of a future neighborhood park. PARK SERVICE AREA NUMBER 8 DESCRIPTION: 411 PSA Number 8 is currently mostly undeveloped but is starting to develop with urbanized lots. The area is defined by the limits of the urban service area of the city on the west and north, County Road 1 on the east, and the Burlington Northern Railroad tracks on the south. EXISTING PARK AND RECREATION LAND: Map Key 11 -Meadowvale Heights Park - This park is currently undeveloped.
