Ach, City Planner DATE: October 9, 1996 SUBJECT: Concept Plan for the Jacobs Parcel (northwest corner of Proctor Road and 193rd Avenue) Good Value Homes will be submitting a preliminary plat application at the end of October to develop the Jacobs'parcel which lies immediately southeast of the recently approved Lafayette Woods development. Prior to preparing a full preliminary plat, staff thought it would be worthwhile for the Park & Recreation Commission to take a cursory review of the subject property for park dedication requirements. In reviewing the subject property the Park & Rec Commission should recall some previous recommendations that were made for the Lafayette Woods development. A 6 foot wide sidewalk that was approved as part of Lafayette Woods, as well as the concept of extending the sidewalk from Lafayette Woods along a future roadway through the Jacobs property connecting up with Highland Road. (See attached Exhibit A). At the time staff reviewed the Lafayette Woods development there was some discussion regarding the status of 193rd which is along the south portion of the Jacobs parcel. Staff presented the concept of converting 193rd Avenue into a trail corridor that could connect Proctor Avenue to the city's main trail along the old railroad bed. The Park & Rec Commission may want to discuss this a bit further and either endorse or abandon this concept. Furthermore, the attached drawing (Exhibit B) provided to staff from Good Value Homes shows the contours of the Jacobs property along with the identified wetlands. This exhibit illustrates a portion of the Jacobs property in the southeast corner which is isolated from the balance of the property by a wetland. The developer has expressed some interest in either providing a cul-de-sac to serve this area off of 193rd or would like to hear if the Park & Rec Commission would like some of this land for park purposes. Draft Master Park and Recreation Plan According to the draft Park and Recreation Master Plan, this development falls within Park Service Area#9. It appears as though a majority of this service area's current park needs are met at Meadowvale School; however, it 13065 Orono Parkway • P.O. (Please refer to attached Exhibits C, D and E for information). Recommendation The Park and Recreation Commission is asked to provide preliminary comments for the park and recreation needs for this area. These comments will be considered by the developer in preparing a preliminary plat. The preliminary plat, once submitted for review, will be brought back to the Park and Recreation Commission for formal action. PSA Number 9 is currently undeveloped. However, a large residential subdivision is planned on the north side of this park service area in the near future. PSA Number 9 is bordered by the Elk River Country Club on the north, County Road 1 on the west and south, and Proctor Avenue on the east. EXISTING PARK AND RECREATION LAND: Map Key 18 - Railroad Trail - The city's railroad trail runs through the center of this park service area. Map Key F - Meadowvale School - Developed with playfields and playground equipment. SERVICE SUMMARY. The neighborhood park needs of PSA Number 9 are currently met by facilities at Meadowvale School. As this park service area further develops however, additional neighborhood park needs will have to be met by the dedication of a future neighborhood park. PARK SERVICE AREA NUMBER 10 DESCRIPTION: PSA Number 10 is mostly devoted to industrial uses with very limited residential development. PSA Number 10 is bordered by County Road 1 on the north and the Burlington Northern Railroad tracks on the south. EXISTING PARK AND RECREATION LAND. Map Key 14 - Oak Knoll Athletic Complex - developed athletic complex with flat playfields and parking. Ach, City Planner �6 DATE: November 13, 1996 SUBJECT: Discuss Current Park Dedication Fees Overview On November 25, the City Council will once again be discussing all of the fees associated with the city's licensing, permitting, development, and other related fees. One of the fees the Park and Recreation Commission has been involved with is the park dedication fee as this fee helps fund a lot of the park development within the city. Last year the City Council passed a resolution increasing the park dedication fee for 1996 to $550 per dwelling unit, $600 in 1997 and $650 in 1998. The • commercial park dedication fee was also increased to $1750 per acre in 1996 and once again would be increased in 1997 to $2,000 per acre. If the Park and Recreation Commission has any concerns with these fees that were adopted last year, the Commission should provide comments to be forwarded on to the City Council for their consideration at the November 25 meeting. Another area of concern that the Park and Recreation Commission may want to continue to explore is some mechanism to fund the trail development within the city. As of this year, the City's policy is to have the developers of residential and commercial plats install bituminous trails at the time of the improvements within the plat. The city will reimburse or credit the developers park dedication for improving the trail(s). Although this accomplishes having the trail installed immediately, it does draw on the park dedication fund equally fast. Once again the Park and Recreation Commission may want to consider alternate funding sources to pay for the development of these trails. Other communities have adopted a trail fee per lot to fund trail development. This concept was discussed with the Council last year, however was not adopted due to the concern of excessive development fees. Trail development within the community is an integral part of the entire park system, therefore, if there is some mechanism • to help pay for the development of these trails, the Park and Recreation Commission should provide their input so staff can forward these comments on to the City Council. 13065 Orono Parkway • P.O.
