DEVELOPMENT PROPOSAL
This item is a carry over from the November Park and Recreation
Commission meeting. Attached for your review is the material
that was included in the November agenda packet on this issue.
The attached material includes a memo from Building and Zoning
Administrator Steve Rohlf regarding consideration of pathways
in the area of the Park Center proposal .
Steve Rohlf, Building and Zoning Administrator, will be in
attendance at this meeting in order to further discuss this
issue with the Commission. Also attached for your review is an
updated sketched plan of the Park Center proposal. The
Commission should also note that a neighborhood informational
• meeting on this commercial proposal has been scheduled by the
developers for Thursday, January 7, at 7 p.m. The location of
this meeting is unknown at this time, but will be known before
the Commission meeting on January 6 .

SUBJECT: COMMERCIAL DEVELOPMENT UPDATE
Most Commission members are aware that a proposal for
commercial development between Highway 169 and Jackson Avenue
has been reviewed by the Planning Commission. The Planning
Commission tabled consideration of the proposal until the
development plans were more formalized and more in compliance
with Planning Commission and staff recommendations .
Additionally, the development is a long ways away, as an
Environmental Assessment Worksheet and an Indirect Source
Permit needs to be completed. However, since a proposal has
been submitted, the Planning Commission is requesting Park and
Recreation Commission input on a trail and pathway proposal for
this area. The City anticipates receiving park dedication
monies associated with this development but also desires to
make sure that development in this area helps interconnect our
ultimate City parkway system.
The attached memo from Steve Rohif outlines the area of
concerns relating to a trail/pathway proposal . You should note
that the proposal for development was the one initially
submitted and will not be the one officially reviewed. Staff
has already seen a significantly revised proposal, but this has
not been officially submitted for review by the Planning
Commission. The Commission should not get the impression that
this development proposal is imminent but part of it could
happen in 1993. The developer is pushing hard to have the
project move forward and in this regard, Park and Recreation
Commission input is requested as it relates to pathways and
trails in this vicinity.

SUBJECT: CONSIDERATION OF PATHWAYS FOR ELK
CENTER WEST
John Weicht and Associates are proposing a major commercial
development west of Highway 169, north of School Street and
east of Jackson Avenue. There is a map attached showing the
general location of the affected property. Also attached is a
site plan. This site plan is subject to change, but we will
give you a general idea of the layout of the site.
Staff is asking your consideration on the following the issues :
1 . Should the City's pathway plan be amended to include a
major pathway along Jackson Avenue from Highway 169 to
School Street. From that point south, there are already
sidewalks in place.
The City's trails and parkway plan currently identifies
• east/west trails in both the location of School Street and
193rd Avenue. Also, there are wide shoulders on Jackson
Avenue that accommodate foot traffic. Concern has been
raised by residents of this area regarding the elimination
of these shoulders with road improvements necessitated by
the development and also the increased need to separate
pedestrian and bike traffic from vehicle traffic.
Staff is recommending that the pathway plan be amended
adding a pathway from 193rd Avenue to School Street along
Jackson Avenue. Further, we are recommending a 10 or 12
foot bituminous path to accommodate bikes .
2 . Staff is asking the Park and Recreation Commission to
consider the need for sidewalks along the extension of
Freeport Avenue through the development. Staff feels
pedestrian traffic should be accommodated through this
development and is recommending a five or six foot
sidewalk on one side or the other of Freeport.
3 . City maintenance of pathway and sidewalk - This last issue
is probably more of a consideration for the City Council,
but it is an issue that arises if additional pathways and
sidewalks are added. To assure proper maintenance, staff
recommends that the City do the snow removal and
maintenance for both of the proposed pathways .
