SUBJECT: CITY HALL SITE AND ORONO PARK
DEVELOPMENT DISCUSSION
This agenda item is a carry over from the November Park &
Recreation Commission meeting. The attached material from the
November agenda packet is still relevant for a January
discussion by the Commission.
Development in the City Hall vicinity may very well be the
major focus of our City park and recreation development efforts
in 1993. This is especially true as it relates to trail
development around the lake and along Orono Road. Input from
the Commission on any development proposal in the southeast
corner of this City Hall site is necessary in the next few
months if anything beyond trail development at the City Hall
• site is desired in 1993.

DEVELOPMENT DISCUSSION
In the spring, the Commission reviewed possible development
options for park and recreation activities around the new City
Hall site. Most of the attention of the Commission was
directed at the 3 .5 acre parcel on the southeast corner of this
site. The Commission has also discussed the old E & 0 property
directly west of Orono Park surrounding the apartment complex.
Attached for your review are the February, 1992, and March,
1992, Park and Recreation Commission minutes where the 3 . 5 acre
parcel was discussed and some maps that showed the existing
parcel plus possible development options for the entire area.
Per City Council direction, citizen input will be required in
formulating a plan for the 3.5 acre parcel. At this time, the
Commission needs to develop a proposal and a time frame for
implementation of the proposal for the 3.5 acre parcel . This
information then needs to be presented to the public and to the
City Council . The City Council will then guide the
implementation of the proposal based on available dollars .
Implementation of a plan may not take place until 1994, but a
proposal should be finalized in early 1993 . It appears that
the major 1993 activities around City Hall will at least
include landscaping, planting of trees, cleanup of the lake
shore area, and the development of trails.
In looking at the entire City Hall site, the Commission must
also pay some attention to the west Orono Park area (or the old
E & 0 site) . Permanent or long term development of this area
is difficult to plan at this time as the traffic pattern in the
area is uncertain and this affects the long term use of this
area. At this time, it appears that parking may be an issue or
a need in this area. However, it is conceivable that a
fairgrounds parking agreement may take place and this could
negate the need for additional parking. Nonetheless, if the
Commission is certain that additional parking is needed in the
area, it may be appropriate to try to find the best location
for this parking lot and then plan the development of the site
around this parking area. The Commission should note that a
well is under construction directly south of the apartment
complex and it is anticipated that a water tower will be
constructed within the next five years in the area directly
west of the apartment complex. The Commission may want to
(40 consider a temporary park and recreation land use for the E & 0
area until more plans are finalized regarding the
transportation pattern in this area.

7. Orono Park/City Hall Discussion
Chair Anderson stated that the Park and Recreation Commission has had
some information on the City Hall proposal but he expects the
Commission will need two or three months to consider the options and
make recommendations to the City Council.
Greg Nadeau indicated that he is representing the Moldenhauer (Lake
Orono) Addition residents and listed their concerns. These concerns
included:
1. To have a buffer between their homes and the development.
2. Leave as much vegetation along the lake as possible.
3. Minimize the exterior lighting around the City Hall building.
Greg Nadeau stated that the neighbors do favor a pathway system along
the lakeshore.
Phil Hals presented an area plan (see attachment) for the Commission's
consideration. Phil explained that the plan contained suggestions for
facility locations such as tennis courts, basketball courts, a pathway
system, a tree buffer, picnic shelters, the fishing pier, a water tower
and two ballfields.
Chair Anderson suggested a 5 foot wide sidewalk on the south side of
t • the proposed parkway and a 10 foot wide bituminous bike path on the
north side that could be connected to the park trail and eventually
"looped" to create a 1 to 2 mile circle.
Mr. Nadeau stated that the area residents support tennis courts and
basketball courts, but were against a parking lot in the southeast area
of the plat.

Commissioner Olson stated that the City now has some park facilities
without off street parking that are a problem.
Phil Hals indicated that he supported off street parking. Pat Klaers
said that there may be other uses for the small sections of property,
but this site may become the tennis center for the City as ten (10)
courts can fit into this area.
Mr. Nadeau stated that the residents oppose court lighting.
Mr. Dilly expressed a concern that a lakeshore pathway with benches may
attract transients, derelicts or drug dealers and that an expanded
picnic area will increase the trash problem.
Chair Anderson explained that the Park and Recreation Commission will
be considering the proposals at future meetings which the neighbors are
welcome to attend and all Commissioner's appreciated input from area
(4110 residents.

Chair Dave Anderson introduced the topic of park and recreation
development over the next few years at the Orono Park/City Hall site.

He reviewed the concept currently being discussed by the Commission and
requested citizen input at this time.
Joseph O'Keefe expressed his concern that the proposed basketball and
tennis courts located in the southeast corner of the new City Hall
complex not be lighted. Mr. O'Keefe would also prefer that the number
of courts be reduced. •
Mary Gunderson stated that their property also abuts the proposed
basketball and tennis courts area and she too would prefer to reduce
the number of courts and to have the courts moved further to the west
on this 3 acre site.
Chair Anderson stated that tonight's discussion will mainly involve
park improvements for 1993 to 1995 and that there are limited funds
available at this time. Some trail development work is anticipated in
1992.
Mrs. O'Keefe stated that she would prefer more green space.
Pat Klaers asked the residents present if they would prefer a picnic
shelter instead of basketball or tennis courts since we are still in
the planning stage. Those residents present said they did not favor a
shelter in place of courts.
Bob Dilly questioned staff about the tree removal along the lakeshore.
Phil Hals stated that the plan was to remove the undesirable trees from
the lakeshore to minimize damage to the good trees and that this had
been accomplished. Several trees that have been severely trimmed by
utility companies along Orono Road will be removed at a later date.
Mr. O'Keefe questioned the removal of trees from the lakeside where
Orono Road touches Lake Orono. Pat Klaers indicated that the trees
'removed in that area will be addressed with the reconstruction of Orono
Road.

Bob Dilly questioned underground utilities for Orono Road. Pat Klaers
suggested that he attend the 3/17/92 Utilities Commission meeting at
4:00 p.m. and raise that question to them. •
Craig Hagman expressed his concern for Wednesday evening meetings,
especially during Lent, and questioned if meetings on Wednesday could
begin after 8:00 p.m.
