Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Board of Appeal and
Equalization was called to order at 6:30 p.m. by Mayor Klinzing.
Board of Appeal and Equalization
Sherburne County Assessor Jerry Kritzeck indicated that the purpose of the Board of
Appeal and Equalization is to consider and review 2004 estimated market values and
property classifications.
Mr. Kritzeck introduced Deputy Assessors Roger Holmgren and Greg Olson.
Mr. Holmgren and Mr. Olson each presented information on the assessment procedures and
statistics for the 2004 City of Elk River assessments.
The Council then recessed to the Assessor's Office to review concerns from individual
property owners.
Evonne Thibert, 13590 Riverview Drive, Parcel Identification Number 75-481-0290
Ms. Thibert is located in Grandview Addition. Last year the value was at $192,500, dais year
at $214.500. She stated that her home was built in 1970 and she hasn't made any new
improvements. Deputy Assessor Olson stated that the well and septic is valued at $7,000.
Land went from $74,500 to $95,500 (this is river property) with house value going up $6,000.
The percentage of increase is 18.8 percent for the land. A similar sale on May 9, 2003 in
Grandview Addition sold for $220,320.
Assessor Kritzeck recommended the value to stay the same because the house next door,
which is slightly larger, sold for $220,320. If Ms. Thibert feels there are physical
deteriorations to the house that the county assessors are not aware of, they are willing to
come out and look.

Mr. Berry, stated that he has looked at the valuation of other houses built in this
development at the same dme that he his home was built. He tried to determine the average
sale price of his peer group. He felt that the difference was about $26,000 or 23%. His
home is a two story with the master bedroom and 70% of the f'mished square footage on the
main level, with 30% upstairs. He feels that over me a more expensive home will rise
slightly but tlfis has gone up by 23 percent. He paid $401,000 at the end of 2002. The added
value was $46,000 for a value of $446,100 (increase of 11 percent which is less than 4
percent per year). The homeowner has 2050 sq. ft. The assessors stated that the four-season
porch went from $11,500 to $18,000 in valuation.
Assessor Kritzeck recommended that the homeowner bring in his blueprint and work with
the assessors to further review this valuation and do comparisons of the neighborhood.

COUNCILMEMBER MOTIN TO AGREE WITH THE COUNTY ASSESSOR'S
VALUATION AFTER THEY HAVE MADE THEIR REVIEW AND IF THE
HOMEOWNER DISAGREES HE CAN APPEAL AND THEN GO TO THE
COUNTY BOARD ON JUNE 15TM. MOTION CARRIED 5-0.
Robert Hillman, 10712 184th Avenue, Parcel Identification Number 75-681-0210
Mr. Hillman is looking at a 2003 assessed value of $303,400 and now it's at $321,600. This is
the fLrst time that he is seeing that his assessed value is the same as his market value. In his
opinion most cities are assessing homes at around 77% to 80%. He stated that his home
and others are being assessed at retail value.
Deputy Assessor Holmgren stated that this home, the first in the new development
neighborhood to be sold, was purchased for $280,000. Since then the homes have sold at
$320,000+ and currently at $350,000+.
Assessor Kritzeck feels that this is a fair assessment.

Bob Hoffman, 22390 Grant Street N.W., Parcel Identification Numbers 75-101-2200
and 75-101-2400
Mr. Hoffman has 123 acres with a total value of $812,700 in estimated market value.
Buildings at 407,000; house $315,100; site value of $73,000 (includes the well and septic). He
is questioning the site value. This is an allocated value based upon the value on it. He stated
he is comfortable with what has been explained with the exception of the $73,000 on the
site.
Assessor Kritzeck stated that dais is an improved site versus an improved land. The owner's
property can't be agriculture without calculating it this way. It was his recommendation to
leave the assessed value as set.
