SUBJECT: 3/3 AND 3/8 MEETING TOPICS
The Commission is reminded that a joint meeting with the City
Council is scheduled for Monday, March 8, 1993. This meeting
is anticipated to begin at approximately 8:45 p.m. and will
last about an hour to an hour and one-half, depending upon the
length of the discussion for each agenda item.
Regarding the joint meeting on March 8, the Commission should
provide staff with some input on desired agenda topics. Some
known agenda topics include:
- Jeff Asfahl. presenting the 728 Recreation Program Annual
Report
- Review of the 1993 Parks Capital Improvement Program that
uses approximately $25,000 worth of park dedication monies
- Implementation of the Outdoor Recreation Grant Program for
• Woodland Trails Park
- Discussion on the terms of office for Commissioners
- Discussion on the filling of the current vacancy on the
Commission
- Name of the Community Education recreation fields
- Discussion on outdoor ice facilities (per request from
Councilmember Larry Farber)
Some of these issues listed above need to be reviewed by the
Commission on 3/3/93.
Regarding the terms of office, the City Council has suggested
that the terms be kept the same, but that applicants are
solicited in the fall rather than during the Christmas season.
In this manner, interviews can be held in October or November
and appointments made effective on January 1 the following year.
Regarding the vacancy on the Commission for Byron's term, it
should be noted that his term expires at the end of 1993 . It
is very likely that the candidate selected would be reappointed
for a three year term if it is desired by the applicant and if
the member is a contributing member of the Commission. The
City currently has two applicants for the vacancy which
• necessitates an interview process. At the joint meeting on
3/8/93, an interview date should be established as well as

• determining whether or not a Park and Recreation Commission
member should be present for the interviews.
One final note regarding the 3/3 Commission meeting relates to
the use of park dedication funds. Phil Hals has suggested, as
in the past, spending approximately $20,000-25,000 on smaller
capital improvement projects that will be financed through the
Park Dedication fund. The Commission should note that they
have approximately $50,000 left in the Park Dedication fund as
of 1/1/93. Additional revenues into this fund are anticipated
in 1993 (at least $25,000 for Heritage Landing, but this may be
needed for improvements in the park required with the
Moldenhauer plat) . Also, the Parks Equipment Reserve fund has
a balance of $41,000 as of 1/1/93. Accordingly, if the
Commission desires, the funding for improvements in excess of
$25,000 could be acceptable this year. On the other hand, the
Commission can save these funds for a larger project such as
recreation improvements around the City Hall site.
