was called to order at 7:05 p.m. by Mayor Klinzing.

Consider Appointment of Vice Mayor
COUNCILMEMBER FARBER MOVED TO APPOINT PAUL MOTIN AS VICE MAYOR FOR
THE YEAR 2000. COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE
MOTION CARRIED 4-0-1. Councilmember Motin abstained.
Consider Resolution Awardin.q East Elk River Street and Storm Sewer Bids
COUNClLMEMBER THOMPSON MOVED TO ADOPT RESOLUTION 00-03 ACCEPTING BID
AND AUTHORIZING EXECUTION OF CONTRACT IN THE MA~ER OF THE EAST ELK RIVER
PHASE I TYLER STREET AND STORM SEWER IMPROVEMENT OF 2000. COUNCILMEMBER

Consider Joint Powers A.qreement Between Guardian An,qels and the City of Elk
River for the Evans Park Project
City Administrator Pat Klaers stated that Guardian Angels has requested the city to
participate in the issuance of revenue bonds for the Evans Park project, which
consists of construction of approximately 20 units of rental senior housing located
adjacent to the assisted living facility at Joplin Street and Highway 10. The City
Administrator indicated that this proposal will not affect the city financially and
stated that Guardian Angels has agreed to reimburse the city for any costs
associated with the project.
Carol Mills, representing Guardian Angels, gave a brief presentation on the
proposal.
COUNCILMEMBER MOTIN MOVED TO ADOPT RESOLUTION 00-06 GIVING
PRELIMINARY APPROVAL TO AND CALLING A PUBLIC HEARING ON A PROPOSED
HOUSING PROGRAM AND HOUSING FACILITIES PROJECT AND THE PROPOSED
ISSUANCE OF REVENUE BONDS THEREFOR BY THE CITY OF ELK RIVER, MINNESOTA,
PURSUANT TO A JOINT POWERS AGREEMENT TO BE ENTERED INTO IN CONNECTION
THEREWITH. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
Consider Wastewater Treatment Plant Lift Station Alarm Proposal
City Engineer Terry Maurer noted that several quotes have been received from
suppliers for the purchase of an alarm system for the city lift station system. He
noted that Elk River Municipal Utilities has proposed a system that would fit our
needs for $32,000 plus $240 per month for monitoring. Terry Maurer stated that this
cost was far below any of the other quotes he received. Terry Maurer
recommended that the council authorize Municipal Utilities to install and maintain
the alarm system at a cost of $32,000 plus $240 per month.

Discussion was held by the council regarding the $240 per month to monitor the
system. Councilmember Dietz noted that he would review the monitoring charges
with Elk River Utilities.
COUNCILMEMBER THOMPSON MOVED TO APPROVE THE PURCHASE AND
INSTALLATION OF A CELLULAR PHONE ALARM SYSTEM AT AN INITIAL COST OF $32,000
PLUS AN ADDITIONAL $240 PER MONTH MONITORING CHARGE FOR THE CITY'S LIFT
STATION SYSTEM. COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
Consider Fee Schedule
City Clerk Sandra Peine noted that the city reviews its fees for services on a yearly
basis to ensure that fees charged reflect services rendered. The City Clerk briefly
reviewed the proposed fee changes. She noted that the Park and Recreation
Commission has requested the council to consider increasing its residential park
dedication fees from $1,300 to $1,400. The City Administrator distributed a memo
from Planner Steve Wensman that included a park dedication fee survey.
Councilmember Thompson noted that he would have liked the survey to reflect
some non-metropolitan cities similar to the city of Elk River. He further noted that he
would be voting in favor of the increase, however, he would like to see the Park
and Recreation Commission work toward developing existing parks and
developing a regional park system.
COUNCILMEMBER THOMPSON MOVED TO ADOPT RESOLUTION 00-05 SETTING THE
2000 FEE SCHEDULE. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
Discuss Janitor/Custodian Position
The City Administrator reviewed the staff report on this issue. He noted there are
funds allocated in the 2000 budget for a half time building maintenance position.
He explained that after reviewing the situation with Building Maintenance Worker
Sue Herrboldt, he is requesting the council to consider turning the half time position
into a full time position,
Discussion was held by the council regarding the current cleaning responsibilities
and the possibility of combining the Police Station cleaning with the City Hall and
other city facilities cleaning. It was suggested that the person currently cleaning
the police department be hired full time. The City Administrator noted that this has
been discussed and is not being recommended. He explained that this approach
does not provide enough hours for Sue to begin working on building maintenance
issues and the person currently cleaning the police department does not have a
driver's license. He further stated that a requirement of the person who will be hired
for the job would be to have a valid driver's license, due to the many locations of
the facilities to be cleaned.
Mayor Klinzing suggested the possibility of hiring the existing police department
contracted worker as a full time custodian whose responsibility would be to clean
the entire City Hall and Police Station, and also hire a half time person to assist with
cleaning of the other buildings.

It was the consensus of the council to make no decision until the Police Chief could
be present to discuss the issue with the City Council.

Accept Resi.qnation of Administration Secretary Joni Pearson, Request to Promote
Current Secretary/Receptionist to Administration Secretary Position, and Request to
Advertise for Position of Secretary/Receptionist
City Clerk Sandra Peine noted that Administration Secretary Joni Pearson has
submitted her letter of resignation. The City Clerk requested to promote existing
Secretary/Receptionist Tina Allard to the position of Administration Secretary. She
further requested authorization to advertise for the position of
Secretary/Receptionist.
COUNCILMEMBER FARBER MOVED TO ACCEPT JONI PEARSON'S LETTER OF
RESIGNATION. COUNCILMEMBER MOTIN SECONDED THE MOTION.
Councilmember Dietz commended Joni Pearson on her past performance as
Administration Secretary.
THE MOTION CARRIED 5-0.
COUNCILMEMBER FARBER MOVED TO PROMOTE TINA ALLARD FROM
SECRETARY/RECEPTIONIST TO ADMINISTRATION SECRETARY, MOVING HER TO PAY
GRADE 6, STEP B, AT $12.05 PER HOUR EFFECTIVE JANUARY 1, 2000.
COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 5-0.
COUNCILMEMBER MOTIN MOVED TO AUTHORIZE STAFF TO ADVERTISE FOR THE
POSITION OF SECRETARY/RECEPTIONIST. COUNCILMEMBER THOMPSON SECONDED
THE MOTION. THE MOTION CARRIED 5-0.
Staff Updates
City Administrator Pat Klaers noted that the council may be requested to have a
special meeting on February 7, 2000 to meet jointly with the School Board and the
other governmental units in the school district. He further noted that the Park and
Recreation Commission has requested to meet with the City Council on February
28, 2000.
It was the consensus of the council to it would be available to meet jointly with the
School Board on February 7, 2000 and with the Park and Recreation Commission
on February 28, 2000.
Other Business
7.1. January 12 Anoka-Hennepin Technical Colle.qe Public Hearin,q
Mayor Klinzing updated the City Council on the status of the Anoka-
Hennepin Technical College. She noted that MnSCU will be holding a
public hearing on January 12 to determine the future of Anoka-Hennepin
Technical College.

7.2. Temporary Si.qn for Dairy Queen
Councilmember Dietz noted that he had a concern with the temporary
sign request from Dairy Queen, He indicated that Dairy Queen is not
utilizing their permanent sign and stated he would rather see them use the
permanent sign than the temporary sign. He further noted that he would
bring his comments to the Planning Commission.
7.3. Traffic Speed/Auburn
Councilmember Thompson noted that the residents on Auburn still have a
concern regarding the high speed and amount of traffic on Auburn Street.
He further stated that the residents are still requesting that Auburn be
closed off and made into a cul-de-sac. He requested the City Engineer and
Police Chief to review the situation and make a recommendation to the
City Council.
7.4. Concerns about Boelter's/Main Street and Hi,qhway 10
Councilmember Thompson indicated that there were a number of issues
regarding the uses at that location and requested staff to review the
situation.
7.5. Traffic Speeds at 197th Avenue
Mayor Klinzing noted that she has received many comments from residents
on 197th Avenue regarding the high speed of traffic. She further noted that
she has encouraged the residents to bring their concerns to a City Council
meeting.
