We have tabulated the bids received on Thursday December 2, 1999 for the Tyler Street and
Storm Drainage Improvements. There were a total of 12 bids received. The following table

The engineers estimate for the project was $3,550,000.00. The low bid submitted by Latour
Construction, Inc. is approximately 8.5% below the engineers estimate. Latour Construction,
Inc. has successfully completed projects in the City of Elk River in the past. They were the
contractor for Heritage Landing First Addition and Mississippi Oaks First Addition. We have met
with Latour Construction, Inc. to discuss the potential schedule of this project. They have
indicated they were planning to start in March depending on weather and proceed with storm
sewer installation. Their major sub-contractor will be Hardrives, Inc. and they will follow the
storm sewer installation moving in sometime after weight restrictions are removed.

We would recommend award to Latour Construction, Inc. as the lowest responsible bidder in the
amount of $3,246,758.05. Attached is a resolution for the City Council's consideration, which
will accept the bid and authorization the execution of the contract with Latour Construction, Inc.
If you have any questions I will be in attendance at our January 10, 2000 City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
EAST ELK RIVER PHASE I TYLER STREET AND STORM
SEWER IMPROVEMENT OF 2000
WHEREAS
pursuant to a City Council Resolution 98-106, competitive bids were solicited and
received for the East Elk River Phase I Tyler Street and Storm Water
Improvement as set forth in the bid tabulation attached hereto and incorporated
herein by this reference; and
WHEREAS
the City Council has considered the amount of the bids and the responsibility of
the bidders and determined that Latour Construction, Inc., is the lowest
responsible bidder.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with Latour Construction, Inc., as is approved by the City
Attorney, for the completion of the East Elk River Phase I Street and Storm Sewer
Improvement according to the approved plans and specifications designed inl Resolution
98-106.
The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract specified above.
Passed and adopted by the City Council of the City of Elk River this 10th day of January, 2000.
