RESOLUTION FOR ADVANCE FUNDING
Dear Council Members:
As has been the case in the last several years, the City of Elk River is anticipating the
expenditure of more than their annual allotment of Municipal State Aid dollars. The State Aid
rules do allow cities such as Elk River to borrow at no interest from the general State Aid fund.
This is done on an annual basis and then paid back immediately with the next year's allotment.
We have done this for several years and I would recommend that the City Council consider the
attached resolution requesting that the City of Elk River be advanced monies from the general
fund of the State Aid system in the year 2000.
If you have any questions regarding this issue I will be in attendance at your January 10, 2000
City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION REQUESTING
ADVANCE MUNICIPAL STATE AID FUNDING
WHEREAS, the City of Elk River is planning on implementing Municipal State Aid
Street Projects in 2000 which will require State Aid funds in excess of those available in its State
Aid construction Account, and
WHEREAS, said city is prepared to proceed with the construction of said projects
through the use of advance encumbrances from the general State Aid Construction Account to
supplement the available funds in their State Aid Construction Account, and
WHEREAS, repayment of the funds so advanced will be made in accordance with the
provisions of Minnesota Statutes 162.14, Subdivision 6 and Minnesota Rules, Chapter 8820.
NOW, THEREFORE, Be It Resolved: That the Commissioner of Transportation be and
is hereby requested to approve this advance for financing approved Municipal State Aid Street
Projects of the City of Elk River in an amount up to the maximum in accordance with Minnesota
Rules 8820.1500, Subparagraph 10b, and to authorize repayments from the following year's
accruals to the Construction Account of the Municipal State Aid Street fund for said City.
I HERERBY CERTIFY that the above is a true and correct copy of a resolution
presented to and adopted by the City of Elk River, County of Sherburne, State of Minnesota, at
a duly authorized session thereof held in the City of Elk River, Minnesota on the 10th day of
January, 2000, as disclosed by the records of said City on file and of record in the office.
