2000 Fee Schedule
The city reviews its fees for services on a yearly basis to ensure that the fees
charged reflect services rendered. The council adopts the fee schedule by
resolution.
Department heads have reviewed fees relating to their perspective
departments. In some instances fees have been increased and in a few
instances fees have been decreased or eliminated.
Listed below are the proposed fee amendments.
1. Building Permit and Related Fees
See attached information from the building and zoning department.
Park Dedication Fees - (December 14 memo from Michele McPherson
attached)
On December 20, Michele McPherson indicated that the Park and
Recreation Commission requested the Council to consider an increase
in residential park dedication fees from $1,300 to $1,400. The Council
made no decision on this issue at the December 20 meeting.
The proposed fee schedule reflects the increase to $1,400. This can be
amended prior to adoption of the fee schedule resolution if the council
desires.

Action Requested
Council motion adopting a resolution setting fees for the year 2000. Any
amendments can be made prior to the motion and they will be included in the
resolution.
City of Elk River 2000 Fee Schedule
Building and Zoning Department Recommendations
Building permits - No increase allowed, the city is charging the maximum.
Plan check- No increase allowed, the city is charging the maximum, 65% of the cost of
the building permit.
Miscellaneous building permits -No increases recommended; these fees cover the citY's
expenses.
Heating, ventilation and air conditioning permits - Currently the city charges 1% of the
valuation of the work being done for this type of permit (Exhibit "B" of the Fee
Schedule). The new energy code imposed by the state will become effective in April of
2000. This new code will cause an additional two inspections for mechanical equipment
in a home. To be consistent with other communities and to cover the additional
inspections, staff is recommending the city charges 1.5% of the valuation of the work
being done for the permit.
Gas fitting permits -No increase recommended.
Gas fitter's license - Currently the city charges $24 per year for a gas fitter's license.
Staffis recommending this fee be increased to $35 per year to cover the cost of
administration.
Plumbing permits - Currently the city charges $6.00 per fixture for a plumbing permit
(Exhibit "D" of the Fee Schedule). To cover staff time associated with plumbing permits,
staff is recommending this fee be increased to $8.00 per fixture. This is consistent with
other communities. Staff also recommends the minimum charge for a plumbing permit
be increased from $18.00 to $24.00.
Grading permits/wetland filling and draining permits - Grading permits are currently
$25, plus consultant time if needed. This fee is insufficient to cover staff's time so we are
recommending it be increased to $50. Wetland permits are $75. The city covers wetland
permits under grading permits so we are proposing to eliminate this fee.
Mineral excavation licenses -No increase recommended, the current fee covers staff's
time.
Rental dwelling licenses - This fee should probably be increased to cover staff's time,
although after three years of licensing most serious problems have been corrected and less
staff time should be needed. Staff is not recommending these fees be increased in 2000,
rather let us track how much staff time is spent on this program in 2000 and give proper
notice to the apartment owners, if we recommend an increase in 2001.
Septic installation - Current fee is $60, no increase recommended.
Septic repair - Staff is recommending that this fee be increased from $30 to $60 to cover
staff time. A septic repair involves as much staff time as a new septic installation.
Solid waste facility license - The current fee covers staff's time and solid waste facilities
pay for city consultant time, no increase is recommended.
Street disruption/utility hookup permits - Staff is recommending that this fee be
increased from $25 to $35 to cover staff's time.

Request
The Park and Recreation Commission requests that the City Council consider an
increase in the residential park dedication fee from $1300 total per lot to $1400 total per
lot. The Commission also requests that the City Council consider an increase in the
trail reimbursement to developers to $14.00 per linear foot.

Analysis
As an annual task, the Park and Recreation Commission proposes to review the Park
Dedication requirements and make a recommendation to the City Council prior to
adoption of the fee structure each year. This year, the Commission reviewed the park
dedication fees at their September meeting. The Commission voted to make the
following recommendations to the City Council:
Increase the park dedication fees from $1300 to $1400 per lot for residential
developments. Of the $1400, $1,150 would be for park development, the
other $250 would be dedicated for trail development.
Increase the trail reimbursement to developers to $14.00 per linear foot
based on "real life" numbers.
It is anticipated that this increase would become effective with the adoption of the 2000
fee structure.
Recommendation
Staff recommends that the City Council consider the Commission's recommendation as
part of the adoption of the 2000 fee structure.

Note
In February, 1999 staff conducted a survey of park dedication fees in surrounding
communities in order to assess how the City of Elk River compared.
In December, the Council requested that staff provide an update of what other
Cities are doing with park dedication fees. As requested, staff obtained a survey of
park dediction fees conducted by Ingraham and Associates that shows the status of
park dedication fees in September, 1999. From the survey, staff has highhghted
cities with high residential growth, cities that are near Elk River, and cities with
the highest park fees.

FUEL-GAS PIPING PERMIT FEES
The Chief Building Inspector, before issuing any permit for the installation of
any fuel-gas piping, shall require the payment by the applicant for such permit
of fees in the amount herein provided.
Minimum Fee
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be less than Eighteen Dollars ($18.00).
Basic Fees
(A)
The fees for all fuel-gas piping permits shall be computed on the basis of the
number of fuel-gas appliances. The fee for each appliance so provided for shall,
except as hereinafter otherwise specifically provided, be Six Dollars ($6.00) for
each fuel-gas appliance.
(B)
Where any such permit is issued for roughing-in of fuel-gas lines for future
appliances, a fee of Six Dollars ($6.00) shall be charged for each line or lines.
(C)
In addition to the Six Dollar ($6.00) charge for each fuel-gas appliance and
future fuel-gas lines run for appliance, a Six Dollar ($6.00) charge for the main
fuel-gas supply in the building shall be charged.
(D)
For the purpose of this article, a gas appliance shall be taken to mean a
furnace, range, water heater, dryer, fireplace, barbecue, etc.

PLUMBING PERMIT FEES
The Chief Building Inspector, before issuing any permit for the installation of
any plumbing work, fixture, or device, shall require the payment by the
applicant for such permit of fees in the amount herein provided.
MINIMUM FEE
In no case shall the fee charged for any permit issued by the Chief Building
Inspector be less than Twenty-Four Dollars ($24.00)
BASIC FEES
(A)
The fees for all plumbing permits shall be computed on the basis of the
number of fixture openings, plumbing fixtures, or devices provided for in such
permits, whether subsequently so installed or not, and the fee for each fixture
so provided for shall, except as hereinafter otherwise specifically provided, be
Eight Dollars ($8.00) for each fixture installed or replaced or set only (no
waste or vent piping), the fee for each such fixture shall be Eight Dollars
($8.00).
(B)
Where any such permit is issued for roughing in plumbing openings only,
providing for certain proposed fixtures, which are to be installed or set later,
a fee of Eight Dollars ($8.00) shall be charged for each such opening, which
fee shall be in addition to the fee charged for other plumbing work included
in the same permit.
(c)
For the purpose of this article, a plumbing fixture shall be taken to mean and
include any sink, laundry tub, bathtub, wash basin, drinking fountain, floor
drain, or any other plumbing device arranged to be connected with the sewer
or plumbing system, either directly or indirectly, and required to be trapped.

For each permit for the alteration or repairing of existing plumbing work not
included above, the fee shall be Six Dollars and Twenty-five Cents ($6.25) for
the first Five Hundred Dollars ($500.00) or fraction thereof in the estimated
cost of such proposed work. For each additional Five Hundred Dollars
($500.00) or fraction thereof in such estimated cost, Six Dollars and Twenty-
five Cents ($6.25) shall be added to the above described fee for such permit.

inspection at no charge.
Copies of the complete packet or individual items from the packet are
available at the rates listed below. Please fill out the following form and
return with payment. Full packet requests must be made by 3 p.m. on the
Wednesday preceding the meeting.

receipt of payment, packets may be picked up on Friday after 4 p.m. If
