Consider Personnel Requests for Secretary/Receptionist
and Administration Secretary Positions
After an extended leave of absence for maternity leave, Joni Pearson has
decided not to return to the workforce. She has submitted her letter of
resignation. She was an asset to the city and we will miss her.
During Joni's leave of absence, the city hired a receptionist from a temporary
service. Kathy Speckman, the temporary receptionist, filled the
secretary/receptionist position while Tina Allard temporarily filled the
position of administration secretary during Joni's absence. The contract with
the temporary service for the receptionist ended at the end of December.
The receptionist station is currently being covered by Tina Allard and Deb
Long of the building department each covering 4 hours per day and Deb
Huebner of the planning department covering for lunches. This is a short-
term remedy.
PROPOSAL
Promote Tina Allard from Secretary/Receptionist to
Secretary for the Administration Department.
The administration office ran very smoothly during the time Tina filled in for
Joni Pearson. Tina learned many new duties and handled them in a very
proficient manner. I believe that promoting Tina to the position of secretary
would be a good and easy transition for both Tina and for the administration
department.

Tina is currently at Pay Grade 5, Step B, $11.45. I recommend moving her to
Pay Grade 6, Step B, $12.05 per hour. I also recommend that this transition
be made effective January 1 due to the fact that she has worked in the
administration department as secretary for the last four months and will
continue to work as the administration secretary while filling in part time as
Secretary/Receptionist.
· Hire new Secretary/Receptionist
Providing that the Council promotes Tina Allard to the position of secretary,
staff is requesting to immediately advertise to fill the vacant
secretary/receptionist position.
ACTION REQUESTED
1. Accept resignation of Joni Pearson, administration secretary.
Promote Tina Allard to position of secretary for administration
department which includes moving her to Pay Grade 6, Step B at
$12.05 per hour.
3. Authorize staff to advertise for Secretary/Receptionist position.

MnSCU will hold public hearing to determine
Anoka-Hennepin Technical College's future
(Anoka, Mlq) On January 12, 2000, the Minnesota State Colleges and Universities
(MnSCU) Board of Trustees will hear testimony regarding the future of Anoka-Hermepin
Technical College (Al-ri'c). This public hearing will be from 2:00 p.m. to 6:00 p.m. in tile
auditorium ofA.ncka-Hermepin Tecknical College.
The board is holding this hearing to det¢~-a-~ine whether or not AHTC should remain open
at its current sit~ or if the college should close and move its programs to Hermcpin Technical
College in Brooklyn Park and/or Anoka-Ramsey Commumty College, as recommended by
Morris Anderson, chancellor of the Mn$CU system. The board will comider testimony and make
their deciston at the January 19 board rn~ting. In thc event that the board votes to close thc
college, students who enroll at Al.ITC would have until Jo. nc 30, 2002 to cornplet¢ their programs
at the Anoka site.
Al-ITC has had an enrollment increase for the third straight year and the College
~ustomiz¢cl lraining is one of the largest in the state. In addition, about 650 high school stuclcn~
attend AHTC annually for training in the skilled trades. Al-ITC offers AAS degrees, certificate
and diplomas in programs such as machinist, consmicdon electrician, surgical technolog3,,
dispensing optician, golfcours~ ground management, physical therapist assistant, occupational
therapy assistant, information technology, and 31 more programs.
