I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk Rivet City Council
was called to order at 6:30 p.m. by Mayor Dietz.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider 03/02/2015 Agenda
Moved by Councilmember Wagner and seconded by Councilmember Olsen
to approve the March 2, 2015, agenda as amended. Motion carried 4 -0.
4. Consider Consent Agenda
Moved by Councilmember Olsen and seconded by Councilmember Burandt
to approve the fallowing consent agenda:
4.1 Council minutes
■ February 17, 2015, closed
■ February 17, 2015, regular
4.2 Check register, check numbers 9793 -9794 and 90759 -90924 as outlined
in the staff report.
4.3 Revisions to ordinance 78 -187, determination of billable flow, loading,
and user charge.
4.4 Promote Darren McKernan to police captain effective March 3, 2015,
as outlined in the staff report.
4.5 Special event permit to McCoy's Pub for a 5K on Saturday, March 14,
2015, with the following conditions:
1. The event planner is required to notify surrounding businesses,
residents, and organizations. The city will provide a template of the

notice that must be distributed. The city will also provide a list of
the property owners who must be notified. Event planner must
submit an affidavit that the notice was distributed.
2. Applicant must contact Darren McKernan at the Police
Department (763.635.1260) as soon as possible to arrange for police
reserves for the event.
3. Walkers /runners are to utilize sidewalks, trail systems, or road
shoulders throughout the entire route. No road closures will be
permitted. It is each runner's responsibility to ensure the
streets /intersections are safe prior to crossing.
4. Race may begin at the Downtown River's Edge Park with the
understanding the park must remain open to the public at all
times.
5. Applicant shall be responsible for garbage clean -up immediately
fallowing the race.
6. No paint allowed anywhere on trails. Chalk or cones may be used.
4.6 Council Chambers capital improvement purchases as outlined in the
staff report.
4.7 Hire the following on -call firefighters, effective March 19, 2015:
Trent Collins, Michael Kaden, Michael Kelleher, Philip Luitjens, Justin
Ryti, Anthony Siebert, and Kenneth Tietz.
4.$ Hire Amanda Othoudt as economic development director effective
March 23, 2015, as outlined in the staff report.
4.9 Resolution 15 -12 acknowledging $254.08 in contributions to the Police
Department from various groups and organizations.
Motion carried 4 -0.
S. Open Forum
No one appeared for Open Forum.
6.1 City of Elk River Volunteer of the Month — Mayor Dietz
Mayor Dietz introduced and presented a plaque to Eileen Stotnbaugh, Volunteer of
the Month for March. He noted the following volunteer accomplishments:
• Tends eight bluebird houses at Woodland Trails. Has done this for 10 years.
• Picks up litter on the west end of Elk River daily. Spent a considerable
amount of time cleaning up trash along the Great Northern Trail north of
2215` Avenue.
Called Bingo for seniors at Angels on the Lake for eight years.
Participated in making "Quilts for Kids" through the Sherburne County
History Center.
Member of Bailey Station Cemetery Board that cleans cemetery annually.

6.2 Recognition of Lions Club for Fire Department Donation
Chief Cunningham. stated the Lions Club contributed $10,500 last year to the Elk
River Fire Department for the purchase of two self- contained breathing apparatus
units.
Members of the Lions Club were in attendance to present Chief Cunningham with a
large symbolic check.
Mayor Dietz thanked the Lions Club on behalf of the Fire Department and the rest
of the Council.
6.3 Staff Recognition for Pet Rescue
Mr. Portner provided background information on staff s rescue of a cat.
Mayor Dietz recognized and thanked CSO Prehatney, Chief Wastewater Operator
Matt Stevens, and Wastewater Operators Dale Eckert and Kevin Beadles for their
part in the rescue.
6.4 Police Department Traffic Safety Award
Chief Nierenhausen presented the staff report.
Bob Tirevold, Minnesota Department of Public Safety TZD Law Enforcement
Liaison indicated the Elk River Police Department has been awarded the
"Outstanding Agency" award from the Minnesota Department of Public Safety for
promoting traffic safety and enforcement.
As part of the award, Mr. Tirevold presented Sergeant Windels with a Stalker Radar
DSR2X.
i. Public Hearings
There were no public hearings.
8.1 Quiet Zone Update
Mr. Femrite provided an update on quiet zones. He indicated the Jackson Avenue
and Main Street crossings have been identified by the state to receive safety
improvements which would cut the cost to the city of establishing quiet zones. He
explained the Minnesota Department of Transportation is working with Burlington
Northern Santa Fe to hopefully install four- quadrant systems at the two crossings,
which is the same improvement the city was looking at making at the Jackson
Avenue crossing for the quiet zone.

8.2 Wastewater Treatment Faciiiy Orn> prrovements Change Order
Mr. Femrite presented the staff report.
Moved by Councilmember Wagner and seconded by Councilmember Olsen
to approve Changer Order #1 for the Wastewater Treatment Facility
Improvement project as outlined in the staff report. Motion carried 4 -0.
8.3 Discuss Work Session items
Mr. Portner presented the staff report.
Mayor Dietz questioned the timing of some of the work session items listed. Mr.
Portner stated staff should be ready to present updates on the blight and residential
rental code soon. He noted the 2215` Avenue trail improvement was referred back to
the Parks and Recreation Commission.
9d ' Council Unison Updates
The Council provided updates of the works of the various boards/ commissions.
The City Council recessed at 7:12 in order to go into a work session meeting. The meeting
reconvened at 7:17 p.m.
Q 0. l City Facility Security
Mayor Dietz stated he asked staff to explore additional security measures in light of
the recent events at a New Hope City Council meeting.
Chief Nierenhausen stated there are various options for increasing security including
but not limited to having an officer at each Council meeting, environmental changes,
and training so Councilmembers are prepared in the event of an incident. After
some discussion, the Council opted for Chief Nierenhausen to put together some
training for the Council, including actual scenarios in the Council Chambers.
The Council asked Mr. Beck to research whether there is an exception to the Open
Meeting Law for the Council to conduct security training.

There being no further business, Mayor Dietz adjourned the meeting of the Elk
River City Council at 7:37p.m.
