* Dave Anderson does not reside in the Elk River City limits. The council
passed a motion on December 14, 1998 stating that "all existing nonresident
board members be grand-fathered in and be allowed to apply for one
additional term." Dave Anderson falls under this rule.
PLANNING COMMISSION
There are three vacancies in the Planning Commission: They are as follows:
Doran Cote - 3-year term to expire 2/28/03
Judy Thompson - 3-year term to expire 2/28/03
Lester Morris- 1 year term to expire 2/28/01
The Council will be interviewing three planning commission applicants on
Tuesday evening (1/18/00). The Council will also be asked to make Planning
Commission appointments Tuesday evening.
PARK AND RECREATION COMMISSION
There are three vacancies in the Park and Recreation Commission. Two of
the three commissioners whose terms have expired have requested
reappointment. These commissioners are Dave Anderson and Stoffel
Reitsma. Staff is seeking direction as to whether the Council wishes to
interview these two applicants or to just reappoint them without an
interview.
Clair Olson is not seeking reappointment. Staff has received one applicant
for the park and recreation commission. Also, a Planning Commission
applicant has shown interest by marking park and recreation as a second
choice on the application.
UTILITIES COMMISSION
There is one vacancy in the Utilities Commission. The vacancy is created by
George Zabee's term expiring. Mr. Zabee has indicated that he is interested
in reappointment to the commission. No other applications have been
received. Staff is questioning whether the Council is interested in
interviewing Mr. Zabee or just reappointing without an interview.
ICE ARENA COMMISSION
There are currently three terms expiring on this commission. Ron Johnson
and Dana Anderson have both indicated that they are interested in
reappointment. Dana Anderson is the Park and Recreation Commission
representative and Ron Johnson is one of the general public representatives.
Ron resides in the city of Ramsey and therefore would fall under the
grandfather clause of being appointed for one more term. Larry Farber is the
council representative on the commission. I have received not indication as
to whether Larry is interested in reappointment. Staff has received no other
applicants.
LIBRRAY BOARD
There is currently one vacancy on the library board. Staff has received one
application for this vacancy. This person is tentatively scheduled for an
interview on January 24.
ACTION REQUESTED:
Council direction on the following issues:
Does the council wish to interview Park and Recreation applicants
Stoffel Reitsma and Dave Anderson?
If not, the Council can pass a motion reappointing them to the Park
and Recreation Commission for another term.

Does the council wish to interview Utilities Commission applicant
George Zabee?
If not, the Council can pass a motion reappointing him to the Utilities
Commission for another term.

Does the council wish to interview Ice Arena Commission applicants
Ron Johnson and Dana Anderson?
If not, the Council can pass a motion reappointing them to the Ice
Arena Commission for another term.
